Defined benefi[ 10. Except as otherwise provided in tl~ese By-Laws, Robert's Rules of Order (Revised Edition), shall govern the conduct of the meeting. SECTION 3, DEBTS PROHIBITED No officer or member of this Association shall contract any debt for the same unless authorized by the Board of Trustees. SECTION 4. QUORUM 50% of the active Association members in good standing shall constitute a quorum. Association members who are members of the Ramsey Fire Department will be presumed to be "active" Association members. Retired Association members who fail to attend the annual Association business meeting, or two or more consecutive Association special business meetings will be deemed "inactive" Association members. Attendance at the next special or regular Association meeting shall renew active membership. The By-Laws of this association may be amended as follows: Each member shall receive a written copy of the proposed amendment at least 30 days prior to any action being taken on the proposal. A copy of the proposal shall be mailed to members not present at a meeting during which the proposal was presented. After proper call, at any regular or special meeting of this Association, voting on any proposed amendment shall be in order. A simple majority of thc, members present and voting shall be sufficient to amend the By-Laws providerJ, however, that a quorum is present at the time the vote is taken. Notwithstanding the above procedures, the By-Laws of this association may be amended upon recommendation of the Board, at any regular or special meeting of this Association, if a unanimous vote is cast approving the proposed amendment by ali memDers present at the meeting provided, however, tho; s RELIEF ASSN.
