CASE #6 <br /> <br /> THE BECKY WEISS BIKE ROADEO <br />By: Sandra Ashley, Finance Officer <br /> <br />Background: <br /> <br />On December 12, 1990, the City cash receipted a donation from Zaudtke Home <br />Builders, Inc. in the amount of Two Hundred and No/100 Dollars ($200.00). This <br />donation is specifically restricted to expenses incurred on behalf of the Becky <br />Weiss Bike Roadeo. I discussed this donation and the City's involvement with <br />Police Chief Auspos. Attached is a memo received from Police Chief Auspos in <br />this regard. <br /> <br />During 1989 the Finance Office established a new fund entitled "Peace Officers <br />Fund". This fund is to be used for Post-Board Reimbursement and other <br />restricted revenues which must be used exclusively for in-service training and <br />other expenditures as specified. Due to the restricted status of this fund, <br />donations and disbursements for the Becky Weiss Bike Roadeo could be <br />recorded in this fund, and a separate accounting maintained. <br /> <br />Observations: <br /> <br />While the City would not ordinarily accept or disburse funds on behalf of a <br />private foundation or event, the stated purpose of the Roadeo is to promote <br />bicycle safety in the City of Ramsey. If the Council agrees that City Staff <br />assistance for financial or record keeping services is in the best interest of the <br />City as a whole, and directs staff to provide same, the revenues and <br />disbursements will be subject to the City's internal control policies. These <br />policies (primarily the purchasing policy) would provide an appropriate <br />reporting and safekeeping function. <br /> <br />Council Action Required: <br /> <br />Motion to approve/deny the City's acceptance of donations, disbursements, <br />necessary reporting and the safekeeping function of funds on behalf of the <br />Becky Weiss Bike Rodeo. <br /> <br />Review Checklist: <br />City Administrator <br />City Attorney <br />City Finance Officer <br />City Police Chief <br /> <br /> <br />
