MEMORANDUM

TO:
CC:
FROM
DATE:
SUBJECT:

City Engineer Steven J. Jankowski
Mefland Otto, Hakanson Anderson Associates
Parks and Utilities Coordinator Mark Boos
November 30, 1990
Park Playground Inventory

On or about October 23, 1990, City Council adopted Resolution ~)0-10- ~c//, portions read:

3) That it shall further be the policy of the City to retrofit existing playground areas with
resilient surfacing to the extent that funds permit.

4)

That it is realized that due to funding limitations, it may require several years to complete
the process of upgrading surfacing of existing playground equipment areas.

I have prepared a location map, approximate locations of individual play pieces, square feet of
surfacing material and lineal feet of timber needs. These are in order of surfacing priority, l
believe that our periodic loosening of sand, along with the possible introduction of pea gravel will
surf~tce until time and funds permit retrofitting all areas with suitable material. With the exception
being Peltzer Park, this location is highly used and should be surfaced in the spring or summer of
1991.

I have not included sites with completed borders and surfacing materials, namely, Central Park (2
locations), River's Bend, Autumn Heights, Titterud Park or the yet to be developed Countryside
Estates.

Pea gravel has been used in the sites outfitted with resilient surfacing. I recommend its continued
use. Not only is it available to us without cost (therefore, completing these goals in a most timely
fashion), but it appears to be a superior system in that it does not decompose and it is least likely to
hold moisture and freeze.

Using the lineal and square foot data provided, we will eventually need 690 cubic yards of pea
gravel, which we have. Materials to purchase include:

488 Brown treat or cedar tone timbers (8' x 5" x 6") @ $11.45 ea. $5,581.88
10 Bags portland concrete @ $ 6.79 ea. $ 67.90
60 20' pieces 1/2" rerod @ $ 3.39 ea. $ 203.40
8 50 lb. boxes iff' spikes @ $28.39 ea. $ 227.12

APPROXIMATE TOTAL:

$6,223.42

These are approximate costs as any design changes may affect the total amount of material
required. Also around $100Amight be saved by ordering all items at once. Time and labor of
course, will be substantial.

For your information, we do perform regular play equipment and park safety inspections which
include examining things such as equipment surfacing, exposed concrete, etc.

Included for your review is the "Handbook for Public Playground Safety" obtained from the U.S.
Consumer Product Safety Commission.
