Elk River Fire Department <br />and Ambulance Service <br /> <br />January 8, 1991 <br /> <br />City of Ramsey <br />ATTN: Mayor and City Council <br />15153 Nowthen Boulevard NW <br />Ramsey, MN 55303 <br /> <br />ltL CEIVED <br />,lAN 8 1991 <br /> <br />RE: RECIPROCAL FIRE SERVICE AGREEMENT <br /> <br />Dear Mayor and City Council: <br /> <br />For many years a fee contract called for the City of Elk River <br />Fire Department to service part of the City of Ramsey. After <br />the establishment of a Ramsey Fire Department, a revised <br />contract was agreed upon. In September the cities of Ramsey <br />and Elk River entered into a fire service contract which <br />included payments of $300.00 for responding to each other's <br />fire calls. This contract expired January 1, 1991; however, I <br />am requesting that the City of Ramsey extend the fire service <br />agreement for another six months. <br /> <br />I feel that, with only one pumper in your City, if you were <br />requested for assistance in Elk River under the standard mutual <br />aid agreement you would be putting your Fire Department in a <br />very awkward position should you also have a fire call in <br />Ramsey because of limited equipment and personnel. To do so <br />would leave your City without adequate protection (possibly <br />with some legal reprocusions). Also, with the standard mutual <br />aid agreement currently in place, the Elk River Fire Department <br />will not respond to Ramsey calls unless the Department is <br />called in under mutual aid. As you know, mutual aid is used <br />mainly in the case of large or extrordinary fires for which the <br />local department requests assistance. For these reasons, I <br />feel that the paid on call contract should be extended for an <br />additional six months and reviewed again at that time for the <br />benefit of both our cities. <br /> <br />I want to congratulate your department members for an <br />outstanding job in organizing and putting together a fine <br />department in a very short period of time. This takes a lot of <br />hard work, training and time commitment to have a department up <br />and running, but I do feel that your City should have a little <br />more fire fighting equipment to render a equal amount of <br />assistance to each other if the need arises. <br /> <br />415 Jackson Avenue · Elk River.
