The draft plan notes that all waste cannot be managed by a single technology. Waste <br />management wil[ require a system offering recycling, incineration, waste fuel production, <br />MSW composting, landfilling, and possibly additional technologies that may be developed <br />in the future. Since no county can plan to have facilities providing all of these <br />alternatives, nor is each county required to have its own landfill, facilities must be <br />constructed and shared in order for the system to function efficiently. The plan requires <br />greater cooperation among counties to establish a formal management system that ensures <br />that each kind of waste is recycled, processed and/or disposed of in the most <br />environmentally appropriate and cost-effective manner. <br /> <br />SCHEDULE FOR DECISION: <br /> <br />Metropolitan Council holds public hearings on draft plan - Jan. 16 & 17, 1991 <br /> <br />Public comment period closes - Feb. 1, 1991 <br /> <br />Staff prepares a written response to the agency and public heating comments - Feb. 1991 <br /> <br />Metropolitan Waste Management Advisory Committee (MWMAC) reviews comments and <br />staff and makes recommendations to the Council's Environmental Resources Committee <br />(ERC) on draft plan changes - March 1991 <br /> <br />The ERC receives the comments, staff report and recommendations of the MWMAC and <br />makes recommendations on plan changes - March 1991 <br /> <br />Metropolitan Council receives reports fi-om the MWMAC and ERC, comments and takes <br />action on the draft plan - March 1991 <br /> <br /> <br />
