Goal 2 <br /> <br />ALL SOLID WASTE GENERATED IN THE METROPOLITAN AREA SHOULD BE <br />COLLECTED AND MARKETED IN A MANNER THAT MAXIMIZES THE POTENTIAL <br />REUSE OF THE MATERIALS AND ALLOWS FOR THE GREATEST POSSIBLE <br />REDUCTION IN THE AMOUNT OF WASTE THAT MUST ULTIMATELY BE DISPOSED. <br /> <br />Policies <br /> <br />3. CITIES AND COUNTIES WILL BE REQUIRED TO ENACT ORDINANCES THAT <br /> SPECIFY THAT EACH WASTE GENERATOR SHALL HAVE A WASTE <br /> COLLECTION SERVICE. <br /> <br />CITIES AND COUNTIES WILL BE REQUIRED TO MANDATE VOLUME- OR <br />WEIGHT-BASED WASTE COLLECTION FEES FOR EACH WASTE GENERATOR <br />AND EACH TYPE OF COLLECTION SERVICE. <br /> <br />CITIES AND COUNTIES WILL BE REQUIRED TO ESTABLISH RECYCLABLES <br />COLLECTION FOR EACH GENERATOR AND MANDATORY PARTICIPATION IN <br />RECYCLINO PROGRAMS BY GENERATORS. <br /> <br />REGIONAL MARKET DEVELOPMENT EFFORTS WILL CONCENTRATE ON <br />IDENTIFYING AND EXPANDING END MARKETS TO PURCHASE INCREASING' <br />SUPPLIES OF RECYCLABLE AND RECYCLED MATERIALS. <br /> <br />THE COUNCIL WILL IMPLEMENT PROCUREMENT PROCEDURES THAT WILL <br />REQUIRE THE CONSIDERATION OF RECYCLED CONTENT AND <br />RECYCLABILITY IN THE PREPARATION OF BID SPECIFICATIONS. THE <br />COUNCIL WILL WORK TO ASSURE THAT OTHER METROPOLITAN AGENCIES <br />AND THE COUNTIES IMPLEMENT SIMILAR PROCEDURES AND WHEREVER <br />POSSIBLE, ENGAGE IN JOINT PURCHASING AGREEMENTS. <br /> <br />Making generators aware of the fees they are paying for various services will establish for the' <br />generators the need for and value of those service~. It is the belief of the Council that all generators <br />should pay for waste service and all generators including apartment dwellers should benefit from <br />recycling incentives offered by municipalities. The implementation of volume or weight based fees <br />will reinforce the need to reduce wastes and participate in recycling programs. <br /> <br />Mandatory recycling services for segments of the generator community currently not served would <br />be most readily implemented through a requirement that all haulers for unserved generators, such <br />as residents of multi-family dwellings, provide the recycling collection service. Mandatory recycling <br />participation would best be required on a regional level and involve legislation to provide the level <br />of encouragement needed to have generators comply. It is anticipated that the law would not be <br />connected to specific enforcement provisions, but rather act as an inducement for people to recycle. <br />If participation is not sufficient to achieve the Council's overall landfill abatement objectives, <br />enforcement provisions may be requested in the future. <br /> <br /> <br />
