The orderly transition from a system primarily dependent on land disposal to a system that <br />emphasizes waste reduction and resource recovery requires that public and private solid waste <br />management services continue to be provided efficiently and economically throughout the region. <br />Waste materials, volumes and supply areas should also be coordinated to assure effective <br />management. <br /> <br />Council Application of Policies <br /> <br />The Council will report to the legislature on the cumulative progress toward these goals. The <br />Council will review and approve the plan for the regional development and operation of the solid <br />waste management facilities. If individual county implementation elements are not completed by the <br />dates specified in this policy plan or as agreed to in the revised county master plans, the Council will <br />take the required steps needed to achieve the solid waste management policy plan, including requests <br />for legislative action. <br /> <br />The Council will coordinate solid waste planning with regional planning for airports, parks, sewers, <br />transportation, natural resources and the Metropolitan Development and Investment Framework. <br /> <br />Solid waste disposal sites require extensive land area that is only available in the Rural Service Area. <br />Thc landfill siting process that primarily involves the selection of environmentally suitable site(s) ia <br />detailed in the appendix of this Dlan;~The landfall siting l~n:w.e~ wm auempt m avom oom ex,sung <br />or designateategq6nal parlt lands as w~ell as lands covenanted under the Agricultural Preservation Act. <br />However, if no other land is determined by the county(s) or the Council to be developable'] <br />environmentally,, or at an affordable., cost, neither, park lands nor a~'cultural, lands, will be <br />a.u. tomglt~eal[¥ e.xe. lnded frnrn the .q~tmt~ oroce_~ ~n aeration, landlalls must be accessible v~a at least <br />a 10-ton vehicle load capacity roadway. As pai-t of the site selection criteria the county(s) or the <br />Council will consider the proximity to such highway access and/or the costs of providing access to the <br />nearest roadway. <br /> <br />Under the Waste Management Act of 1980 (473.803) the Council sets the time requirements for <br />county revision and submission of the solid waste master plan. In keeping with the time requirements <br />for other county and local government plan elements prepared for review the Council believes that <br />nine (9) months is a reasonable period for county revision of the solid waste master plan. Each <br />metropolitan county must prepare and submit to the Council a revised solid waste master plan nine <br />months after the Council adopts its revised solid waste policy plan. The Council will use these <br />policies as it reviews the county master plans to monitor progress toward solid waste system goals and <br />the costs incurred in establishing the overall system. The Council will also apply these policies when <br />it performs other tasks such as the review of environmental assessment worksheets (EAWs) or <br />environmental impact statements (EISs). <br /> <br />FINANCING OF THE SYSTEM <br /> <br />The Council's Metropolitan Development and Investment Framework guide (the framework) contains <br />policies and goals that provide financial direction to the solid waste management system. The <br />framework states: "Under the Waste Management Act, the Council's solid waste program has the <br />same status in many respects as the four metropolitan systems and will receive the same level of <br />protection as those systems."
