CASE #4 <br /> <br /> CITY ADMINISTRATOR VACANCY AND ORGANIZATIONAL sTRUCTURE <br /> By: Kay McAioney, Personnel Coordinator . <br /> <br />Background: <br /> <br />At the Deeembea: 11, 1990 regular City Council meeting City Administrator David Hartley resigned <br />his position. As of lanuary 1, 1991 the City of Ramsey is without a City Administrator. A copy <br />of the City of Ramsey Organizational Chart that was approved on August 28, 1990 is attached for <br />review. The number after the position represents funded, but not necessarily filled positions. The <br />followin~g arc funded positions that are not filled: Data Entry Clerk in the Finance Office, Secretary <br />for Administrative Services and Engineering Technician for the Engineering Department. <br /> <br />The Ramsey City Council conducted a special meeting on Wednesday, December 5, 1990 with the <br />Councilmembers-Eleet to discuss certain issues in the City. Present at the special City Council <br />meeting were current Councilmembers Peterson and Cich and Councilmembers-Eleet Beyer and <br />Hardin. During the special City Council meeting Councilmember Peterson explained that one <br />suggestion to reduce expenditures was to look more closely at City staffing needs. At that time it <br />was decided that the hiring of new employees should be postponed for several months. <br />Councilmember Cich stated that the Personnel Committee should take an in-depth look at job <br />descriptions and that there would be some changes to take place after the fin:st of 1991 such as the <br />reporting procedures and responsibilities of some supervisory positions. <br /> <br />A Personnel Committee meeting should be scheduled for early January to discuss these items. <br /> <br />Council Action: <br /> <br />Schedule a Personnel Committee meeting to discuss an interim City Adminisn:ator, staffing levels, <br />reporting procedures and supervisory responsibilities. <br /> <br />Review Checklist: <br /> <br />Personnel Coordinator <br /> <br />CC: 1/8/91 <br /> <br /> <br />
