CASE <br /> <br />CASE <br /> <br /> REQUEST FOR SITE PLAN APPROVAL; <br />OF ROYAL CONCRETE PRODUCTS, JULIAN TRANGSRUI <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Julian Trangsmd of Royal Concrete Products at 6640 Industry Avenue N.W. is requesti <br />plan review for Phase I of a two-phased expansion. Phase I consists of a 60' x 91' (5,46C <br />feet) expansion to one of the existing buildings on the site. The expansion is proposc,_ <br />constructed of pre-cast concrete and will be used as a cage production area. Phase II, whit <br />be addressed in 1992/93, will consist of a 20,000 square foot expansion. The subject pro[ <br />approximately 60 acres in size and is zoned Business Warehouse. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Applicant's site plan and letter of proposal dated December 19, 1990 <br />City Engineer's review letter dated December 27, 1990 <br />Proposed site plan development permit <br /> <br />Observations: <br /> <br />On December 21, 1990, the City of Ramsey received an application for site plan review <br />Royal Concrete Products. <br /> <br />On January 2, 1991 the Planning and Zoning Commission reviewed the proposed site plan <br />was noted that the expansion is: a) under a time frame urgency; b) is rather insignficant i~ <br />when compared to the size of the subject property; c) is an integral part of a larger expa <br />scheduled for 1992/93. Based on these considerations, the City Engineer recommended wa <br />many of the normal site plan requirements until approval of the Phase II expansion is applie <br />It should be noted that the City has waived certain site plan requirements in the past when the~ <br />situation of additional expansions being projected beyond the expansion under review. <br /> <br />Recommendation: <br /> <br />The Planning and Zoning Commission recommended site plan approval for Phase I of the 1 <br />Concrete Products expansion contingent upon the applicant providing the required inforn- <br />regarding parking, landscaping, screening, drainage, curbing and hard surfacing at the time l <br />II of the site plan is reviewed. <br /> <br />Council Action: <br /> <br />Motion to: <br />Recommend that City Council approve/deny the site plan review for the Phase I expa <br />of Royal Concrete Products with requirements for parking, landscaping, scree <br />drainage, curbing and hard surfacing to be addressed under Phase 71I of the expansion <br /> <br />Review Checklist: <br /> <br />CC: 1/22/91 <br /> <br />Zoning Administrator <br />City Engineer <br />Planning and Zoning Commission <br /> <br /> <br />
