CASE <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF NORTHFORK LINKS, A <br /> PORTION OF NORTHFORK P.U.D. 5TH ADDITION; <br /> CASE OF DENNIS PECK, NORTH FORK, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On May 22, 1990, the Ramsey City Council granted preliminary plat approval to Northfork <br />P.U.D. 5th Addition. The 5th Addition consists of 430 acres to be developed with 120 single <br />family residential lots averaging 1.75 acres in size and an eighteen hole golf course. <br /> <br />At this time, the developer is requesting final plat approval for a portion of Northfork 5th Addition, <br />Northfork Links. Northfork Links consists of the golf course and 14 residential lots fronting on <br />Andrie Street, which is an existing and improved street. <br /> <br />For your information, the following items are enclosed: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />g) <br /> <br />Site location map <br />Northfork 5th Addition Preliminary Plat <br />Proposed Final Plat of Northfork Links <br />City Engineer's review letter dated January 15, 1991 <br />Letter from Dennis Peck dated January 16, 1991 <br />Proposed resolution granting final plat approval to Northfork Links <br />Proposed development agreement <br /> <br />Observations: <br /> <br />The proposed final plat of Northfork Links corresponds to the approved preliminary plat of <br />Northfork 5th Addition with two exceptions: a) A portion of the golf course has been deleted to <br />provide area for the construction of an additional lake; b) there is a trail width conflict in the <br />vicinity of the UPA substation; at its January meeting, the Park and Recreation Commission <br />approved reducing the trail width in this area from 75 feet to 35 feet. <br /> <br />Northfork Links includes the construction of an overpass over 153rd Avenue N.W., a municipal <br />state aid street. The overpass is to accommodate pedestrian and golf cart traffic only. Mn/Dot does <br />not have any control over bridges constructed with local and private funds but recommends that it <br />be constructed in accordance with the Mn/DOT Road Design Manual. The Metro District State Aid <br />Engineer's office has also requested the opportunity to review the constructions plans prior to <br />construction of the overpass. <br /> <br />Park dedication requirements due on Northfork 5th Addition are platting of trail corridors and $500 <br />per residential lot ($7,000), which is in accordance with the May 9, 1989 Northfork PUD Park <br />Dedication Agreement. <br /> <br />Recommendation: <br /> <br />City Staff recommends final plat approval of Northfork Links, a portion of Northfork 5th <br />Addition, contingent upon compliance with the City Engineer's review letter dated January 15, <br />1991. <br /> <br /> <br />
