I I ! I I I I I I CASE NAMING OF PARK IN HONOR OF DAVID R. HARTLEY By: City Engineer Steve Jankowski Background: At the December 18, 1990 City Council meeting following the submission of a petition signed by 123 City residents, a motion was adopted naming the south part of the River} Bend Park in honor of outgoing City Administrator David Hartley. A motion was then made at the January 8, 1991 City Council meeting to rescind the previous action and to refer the naming of the handicapped portion of the River's Bend Park to the Park and Recreation Commission for their review. The Park and Recreation Commission discussed the case on December 13, 1990 and elected to return the case to the City Council without recommendation. A copy of the minutes of that meeting is attached for your review. The City has 34 parks, with all but two of them being named for the subdivision from which they are dedicated. The two exceptions are Central Park and Titterud Park. Central Park was donated to the City in the mid 1980's, by Federal Cartridge Inc. Titterud Park has been in existance since Township days. The exact origin of the naming of both these parks isuncertain. There has been one instance of naming a facility within a City park for an individual. On June 14, 1988, the City Council moved to name the horse arena at Traprock Park in honor of the late Mr. Ernie Schleper. This action occurred following a recommendation by the Park and Recreation Commission for this action, and upon a report from staff that the City had no policy against naming parks after individuals, Recommendation: The option of naming or renaming a City park, public building or facility in honor of an individual who has served the community or their country is entirely within the discretion of the City Council. Council Action: Motion to name the south section of River's Bend Park (handicapped portion) and the fishing pier as the David R. Hartley Memorial Park as requested in the attached petition. Motion to change the name of the south section of River's Bend Park (handicapped portion) and the fishing pier to Motion to eliminate any specific name for the south section of River's Bend Park.
