HARTLEY <br /> By: City Engineer Steve Jankowski <br /> <br />Background: <br /> <br />At the December 18, 1990 City Council meeting following the submission of a petition <br />signed by 123 City residents, a motion was adopted naming the south part of the River} <br />Bend Park in honor of outgoing City Administrator David Hartley. A motion was then <br />made at the January 8, 1991 City Council meeting to rescind the previous action and to <br />refer the naming of the handicapped portion of the River's Bend Park to the Park and <br />Recreation Commission for their review. The Park and Recreation Commission discussed <br />the case on December 13, 1990 and elected to return the case to the City Council without <br />recommendation. A copy of the minutes of that meeting is attached for your review. <br /> <br />The City has 34 parks, with all but two of them being named for the subdivision from <br />which they are dedicated. The two exceptions are Central Park and Titterud Park. Central <br />Park was donated to the City in the mid 1980's, by Federal Cartridge Inc. Titterud Park <br />has been in existance since Township days. The exact origin of the naming of both these <br />parks isuncertain. <br /> <br />There has been one instance of naming a facility within a City park for an individual. On <br />June 14, 1988, the City Council moved to name the horse arena at Traprock Park in honor <br />of the late Mr. Ernie Schleper. This action occurred following a recommendation by the <br />Park and Recreation Commission for this action, and upon a report from staff that the City <br />had no policy against naming parks after individuals, <br /> <br />Recommendation: <br /> <br />The option of naming or renaming a City park, public building or facility in honor of an <br />individual who has served the community or their country is entirely within the discretion <br />of the City Council. <br /> <br />Council Action: <br /> <br />Motion to name the south section of River's Bend Park (handicapped portion) and the <br />fishing pier as the David R.
