County-Wide Residential Housing Rehabilitation Program: CDBG funds can be allocated <br />into the County-wide housing rehabilitation program. Just as with locally administered <br />projects, the County is obligated to spend or contractually encumber these funds within 18 <br />months. If Ramsey selects this program as a CDBG project, it can stipulate that the funds <br />allocated by Ramsey be reserved for a certain period of time for Ramsey residents only, say <br />9 months for example. If there are Ramsey allocations remaining after that reserved time <br />period, the funds would be awarded to any qualifying applicant within the County or if we <br />prefer, an applicant from a community adjacent to Ramsey. Applications for rehabilitation <br />funds are limited to a maximum of $9,000 each. There is a great deal of paperwork <br />involved with CDBG projects and the beauty of the County rehab program is that it is <br />administered by County Staff with monthly reports required to be submitted to the <br />communities in the program. Another advantage to the county-wide rehab program is the <br />good will and favorable public relations it will foster in addition to the aesthetic benefit to <br />the immediate property, surrounding neighborhood and community as a whole. The only <br />drawback to the program might be if no Ramsey residents apply for the funds, however, <br />CDBG Director JoAnn Wright has indicated that Ramsey can almost be sure there will be <br />applications from our community. If all of Ramsey's allocation into the rehab program are <br />not utilized within the 18 month time frame, then any remaining funds would be subsidized <br />by County rehab funds to meet the request be awarded to next qualifying Ramsey resident <br />on the rehab waiting list. <br /> <br />Public Service Agencies: To date the City has received two requests for donations from the <br />Ramsey's CDBG allocation. The Anoka County Community Action Program has <br />requested $2682 for the Senior Outreach Program. Family Life Mental Health Center has <br />also submitted a request with no specified dollar amount They did indicate that their facility <br />receives annual donations from Anoka ($2,500), Blaine ($5,000) and Fridley ($3,000) In <br />the fiscal year 6/30/89 to 6/30/90, the Family Life Mental Health Center serviced 32 <br />Ramsey residents, 25 of which are considered low income persons. If a City chooses, it <br />may make a CDBG allocation for public service agencies, generally, with specific details to <br />be provided at at later date after reviewing all applications. The purpose for knowing at <br />least the dollar amount to be allocated for public service agencies at this time is that the <br />County is limited to allocating a maximum of 15% of the County total CDBG funds to <br />public services agencies. If the cumulative total from all communites for public agencies <br />exceeds 15% of the total dollars available, then reductions will have to be made. <br /> <br />Recarpet Ramsey Senior Center: If you have been in the Ramsey Senior Center meeting <br />room in the lower level of City Hall, you may have noticed that the carpet is worn and in <br />need of replacement. The estimated cost to recarpet that area including labor and material is <br />$4500. <br /> <br />Pre,sCrvi~fion 9f Historic Site (Ramsey Town Hall): In reviewing CDBG documentation, I <br />did discover that renovation of historical sites is a permitted use of CDBG funds. <br />However, in the limited time frame available, I am not sure we can obtain a cost estimate <br />for any identified renovation needs at the Ramsey Town Hall by the end of February. But <br />if Council chooses to pursue this project, I believe we can work with the County to get this <br />project approved for 1991. <br /> <br /> <br />
