CASE # 5

REQUEST TO PURCHASE A PICK-UP TRUCK
FOR THE PUBLIC WORKS DEPARTMENT
By: Merle Mevissen, Public Works Supervisor

Background:

On January 8, 1.991 City Council approved advertising for bids for a 1/2 ton 4 x 4 pick-up truck
for the Public Works Department. This vehicle will be used by the Public Works Supervisor and
the vehicle currently in that position will be used by Public Works and Park personnel to pull
trailers and to transport people to and from job sites. With a half dozen people in the Trailblazer
Program and two to four more part-time people for the summer months, another vehicle is
necessary at this time. We currently have two pick-up trucks, one utility vehicle and two one-ton
trucks that are always in use in the Street and Park Departments; therefore no vehicle is available
for any extra personnel. It doesn't make economic sense to use our larger trucks for transportation
or for picking up an occasional bag of trash along the road, due to poor fuel economy and the high
initial cost of the trucks. I will be available at the meeting to answer any further questions.

Observations:

On February 1, 1991 we received and tabulated three (3) bids for the pick-up truck as follows:

Thomas Pontiac - GMC
Elk River Ford
Art Goebel Ford

$14,239.00
$14,245.00
$15,088.00

Recommendation:

Staff recommendation is not unanimous.

The Public Works Supervisor recommends purchasing the pick-up track from Thomas Pontiac -
GMC (low bidder) for $14,239.00. We have $15,000.00 budgeted for this item.

The Finance Officer recommends City Council delay action on all non-essential items until the
impact of proposed future local government aid cuts is known. While it will most likely be June or
July before we know our City's budget shortfall, at this point we can feel safe in forecasting
additional cuts in State aid. The only question that remains is how much.

Council Action:

Based on discussion.

Review Checklist:

Public Works Supervisor
Finance Officer/Acting City Administrator
City Engineer

CC: 02/27/91

'7/
