CASE # g APPROVE CLASSIFICATION AND SALE OF TAX FORFEIT LAND By: Steve Jankowski, City Engineer Background: The City has been notified by Anoka County that six parcels within the City's corporate limits may be sold as tax forfeit. The City has the responsibility to report to the County any outstanding assessments which may be due on these parcels. These parcels and the required information are listed in the table below. Description Assessment A 25-32-25-34-0059 Flintwood Hills - 2nd $36,910.66 Outlot J B 25-32-25-34-0061 Flintwood Hills - 2nd -0- Outlot O C 36-32-25-22-0047 Flintwood Hills - 2nd $ 8,265.26 Outlot L D 25- 32-25-12-0075 River's Bend Outlot A -0- E 02-32-25-23-0020 Rodeo Hills Estates -0- Outlot A Minnesota Statutes Chapter 282.01 allows municipalities the right to acquire tax forfeit land for anticipated public use. I have reviewed the subject parcels for their potential use as sites for future parks, water facilities, fire stations and schools. I find no probable public uses for Parcels A, C and D. Parcel B is immediately adjacent to the existing Public Works facility. There are plans to relocate this facility in the future and market the property to help finance the new facility. Unfortunately, this 1.8 acre parcel would effectively add only a 50 foot usable strip to the existing Public Work site since the property is dominated by a large wetland. However, even 50 usable feet may be significant for commercial usage. Parcel E is a 0.9 acre corner lot located in Rodeo Hills Estates on the southwest corner of 178th Lane N.W. and Vanadium Street N.W. The lot is directly under the UPI power line and would be difficult to market as a residential lot. This parcel could be eventually used as a tot lot within the park system. At the present time, there is no dedicated parkland north of Trott Brook and between Highway #47 and County Road #5. Recommendations: That Parcels A, C and D be recommended for sale to the County. That Parcels B and E be recommended to be withheld from sale frollowing further investigation for possible use by the City. That consideration of obtaining Parcel E for a tot lot park be made by the Park and Recreation Commission. That Council authorize an appraisal of Parcel B alone and in conjunction with the City's existing Public Works facility parcel.
