I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />,! <br /> ! <br /> I <br /> I <br /> ! <br /> ! <br /> <br />CASE <br /> <br />COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM <br /> By: Zoning Administrator Sylvia Frollk <br /> <br />Background: <br /> <br />Anoka County is responsible for allocating to communities the CDBG funds from the U.S. <br />Department of Housing and Urban Development. Basically, CDBG funds are limited to being <br />used for projects that benefit the handicapped, senior citizens, low income persons and economic <br />development activities. The City of Ramsey currently has an allocation of $51,770 for CDBG <br />projects. This figure represents the total 1990 and 1991 allocations. <br /> <br />Observations: <br /> <br />On February 12, 1991, City Council authorized scheduling a public hearing regarding the use of <br />CDBG funds for February 27, 1991. At that meeting, I also presented City Council with some <br />options for consideration as CDBG projects. Those options included the County Residential <br />Housing Rehabilitation Program, replacing the carpeting in the Senior Center, allocations to public <br />service agencies, preservation of Ramsey Town Hall and roiling the 1990 and 1991 allocations into <br />a 3 year program. At that meeting, City Council also requested that I research the possibility of <br />using CDBG funds to relocate the old Ramsey Town Hall to a more appropriate location. What I <br />have found is that preservation of a historic site qualifies for CDBG funds, however, relocation of <br />a historic building does not. In lieu of the fact that Council's main interest was relocating town <br />hall, I did not devote any more time to pursuing the town hall project. <br /> <br />In summary: a) the County Residential Housing Rehabilitation Program is a County-administered <br />program whereby the City's designated allocation is awarded to qualifying residents of the <br />community for rehabilitation of their homes, b) Public and social service allocations would help to <br />address the needs of low-income and handicap Ramsey residents that are met by public and social <br />service agencies. Once the City receives County approval to the amount of funds determined to be <br />made available to public and social service agencies, the City would advertise for applications, <br />review and award donations to the selected public and social service agencies, c) Recarpeting the <br />senior center meeting room at Ramsey Municipal Center is self-explanatory. <br /> <br />Recommendation: <br /> <br />I am recommending that if the City does not choose to roll its 1990 and 1991 allocations into a 3 <br />year program for expenditure in 1992, that the City Council approve a 1991 CDBG project <br />consisitng of a combination of the County Residential Housing Rehabilitation Program, <br />distribution of funds to selected public and social service agencies, and replacing the carpet in the <br />Senior Center. A proposed resolution is enclosed for your review. <br /> <br />Council.
