Page 1 of~ Pages <br /> <br />January 1991 <br /> <br />The function and structure of The North Suburban Consumer Advocates for the Handicapped, <br />(NSCAH, Inc.).~ <br /> <br />It is a valid presumption that our County Board and City Councils are concerned with <br />the interests and welfare of their citizens. Election to office attests to the public <br />trust that has been vested in them. We especially trust that they will dili~entley <br />ensure and protect the riRhts of all citizens, including persons with a disability° <br /> <br />The local government's decision ~king process calls for input and consultation from <br />many division, departments and agencies. Another means for addressing issues and <br />concerns is through the various committees and commissions that volunteers serve on <br />at the pleasure of County Boards or City Councils. <br /> <br />It is most important then that we urge local governments in the County of Anoka to <br />take steps in providing a two way forum for its disabled population thus providing a: <br /> <br /> 1. Method for the handicapped to inform the City and County leaders of their <br /> needs, concerns and ri~htso <br /> 2. Method for the County and City leaders to inform the public, both disabled <br /> and non-disabled, of the nee'ds concerns and riRhts of the disabled population° <br /> <br />BROAD PURPOSES: <br /> a. To promote awareness of the needs of disabled individuals <br /> b. Fo coordinate with and advise relevant agencies and organizations concerning <br /> the needs and concerns of the disabled. <br /> co To provide a focal point for input from the disabled community into the <br /> County or Cities decision making process° <br /> <br />SPECIFIC FUNCTIONS SUGGESTED: <br /> a. To analyze the needs of disabled individuals and assess resources available ~ <br /> to meet t~ose needs. <br /> bo To cooperate with other committees, agencies, commissions and organizations <br /> in the development of programs designed to address unmet needs of the disabled. <br /> Co To encourage compliance with legislative mandates regarding the disabled <br /> (handicapped parking ordinance, building code, 504 regulations, etc.).. <br /> do To advise city or county government on the needs and concerns of the disabled. <br /> e. To review and make recommendations on legislative matters both at local and <br /> state level, which concern the welfare of the disabled. <br /> f. Act as an advocate for people with disabilities. <br /> g. Work with the city and county departments in identifying and resolving issues <br /> which confront people with disabilities. <br /> h. Develop a network of communication between government and people with dis- <br /> abilities. <br /> i. Provide assistance in evaluating city programs as they pertain to people with <br /> disabilities. <br /> j. Provide input in all areas of city planning regarding the concerns of people <br /> with disabilities. <br /> k. Promote economic and social opportunities for people with disabilities. <br /> 1. Educate the public in order to combat myths regarding people with disabilities. <br /> m.
