Councilmember <br /> <br />moved the adoption of the following findings of fact: <br /> <br /> PROPOSED FINDINGS OF FACT <br />CONDITIONAL USE PERMIT FOR EXTERIOR STORAGE <br />PIN 29-32-25-14-0005 <br />14650 FERRET STREET N.W. <br /> February 6, 1991 <br /> <br />That Roger Munter, hereinafter referred to as "Applicant", has properly applied for a <br />conditional use permit to have exterior storage as a principal use of property in the Rural <br />Industrial. <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a public <br />hearing pursuant to Section 9.03.04 (Conditional Use Permits) on February 5, 1991 and <br />that said public hearing was properly advertised and that the minutes of said public hearing <br />are hereby incorporated by reference. <br /> <br />That the subject property is generally known as 14650 Ferret Street N.W. and is legally <br />described as follows: <br /> <br />Lot 1, Block 1, HY-10 Ramsey Addition, Anoka County, Minnesota <br /> <br />4. That the subject property is zoned Rural Industrial and is approximately 4.3 acres in size. <br /> <br />5. That the surrounding properties are also zoned Rural Industrial. <br /> <br />4 <br /> <br />That Section 9.20.27 (Rural Industrial District) of the Ramsey City Code states that exterior <br />storage of property in the Rural Industrial District is permitted with a conditional use permit <br />provided the storage area is surfaced to control dust, the storage use does not take up <br />required parking and loading area and the provisions of Section 9.03.04 (Conditional Use <br />Permits) are met. <br /> <br />That the Applicant is proposing to utilize the subject property for exterior storage purposes <br />for a period of twenty-four months, at which time an application for site plan review is <br />proposed to be submitted for the construction of a building on the subject property. <br /> <br />That the Applicant is proposing that the exterior storage area will be used to store <br />scaffolding, cement mixers, steel forms, bobcat trailers and various motor vehicle <br />equipment (one 2-ton truck with enclosed utility box, two 2-ton dump trucks with <br />.zonstruction boxes, two gravel trucks). <br /> <br />That there are no other similar permitted conditional uses existing in the Rural Industrial <br />District. However, there are properties in the Industrial Districts that have exterior storage <br />:is a principal use. Those properties are considered to be legal non-conforming because the <br />exterior storage was an existing condition when Ordinance g90-23 was adopted requiring <br />conditional use permits for exterior storage. <br /> <br />That the proposed use will not be unduly dangerous or otherwise detrimental to persons <br />~:esiding or working in the vicinity of the use, or to the public welfare. <br /> <br />That the proposed use will not substantially adversely impair the use, enjoyment or market <br />',~aiue of any surrounding property. <br /> <br /> <br />
