PROPOSED <br /> <br />MODIFICATION OF STREET ASSESSMENT <br /> By: Steven Jankowski, City Engineer <br /> <br /> CASE <br />POLICY <br /> <br />Background: <br /> <br />During the Road and Bridge Committee meeting of February 1, 1991, the assessment policy <br />relating to the City annual street maintenance program was reviewed. It was emphasized that seal- <br />coating is the most economical form of preventive maintenance to keep our City streets in good <br />repair. Delaying sealcoating can lead to rapid deterioration of bituminous pavement which would <br />require the more costly remedy of overlaying the street. The cost of overlaying a street is nearly <br />six times the cost of sealcoating it. <br /> <br />Presently, the City assessment policy provides for the City to share 50% of the cost of both seal- <br />coating and overlaying. Under the City's Charter, it is possible for a group of citizens to defeat a <br />sealcoating project, despite the Council's desire to provide proper maintenance. The City would <br />consequently incur 50% of the greater cost of overlaying in such incidences. It was felt by the <br />Committee that this would be unfair to property owners who paid to have their streets maintained <br />properly. <br /> <br />Recommendations: <br /> <br />It was the recommendation of the Road and Bridge Committee that the assessment policy be <br />amended to make projects requiring overlays subsequent to having defeated petitions for seal- <br />coating be subject to 100% assessment for the overlay costs. <br /> <br />Council Action: <br /> <br />Approve recommendation and direct an ordinance change be introduced amending 4.50.01 <br />accordingly. <br /> <br />Review Checklist: <br /> <br />Acting City Administrator <br />City Engineer <br /> <br />CC:03/13/91 <br /> <br /> <br />
