10. <br /> <br />Disassembly of Engines, Transmissions, Other Feedstock. Disassembly of <br />engines, transmissions and other feedstock shall not be permitted on the Site <br />under this Conditional Use Permit unless conducted wholly within a building in <br />accord with State and federal requirements. Cutting of uncontaminated <br />feedstock to fit the melt furnaces may be conducted outside the building in the <br />area identified in the operations plan only if completely screened from public <br />view. <br /> <br />11. <br /> <br />Liquid Waste/Hazardous Wastes. All liquid wastes, waste solvents, cleansers, <br />or wastewater generated from the disassembly and cleaning of vehicle engines <br />or transmissions shall be collected and stored in a ~eakproof system in <br />accordance with state and federal regulations and then transported off site. <br />Waste fluids shall be stored in sturdy, leakproof storage containers or tanks in <br />accord with MN Rules 7045,0526 or 7045.0528. The Permit Holder shall <br />submit a copy of the original shipping manifest and the completed manifest for <br />hazardous wastes quarterly to the City Zoning Administrator. A copy of the <br />application submittal for a Hazardous Waste Facility Permit shall be submitted <br />to the City concurrently with submittal to Anoka County and MPCA. A copy <br />of the final permit, if approved, shall be transmitted to the City within five days <br />of receipt. <br /> <br />12. <br /> <br />Storage of Received Materials, Feedstock, Separated Materials and Equipment. <br />Exterior storage of materials either unprocessed or processed shall be screened <br />from public view. <br /> <br />13. <br /> <br />Feedstock. The Permit Holder shall limit his acceptance of metals to those <br />which serve as feedstock to the aluminum processing operation and those <br />incidental to the processing operation. At no time does this CUP allow the <br />Permit Holder to offer services for the collection or drop off of scrap or waste <br />metals which are not utilized as feedstock for the on site processing operation <br />(e.g., lead batteries, copper wire, white metals, etc.). <br /> <br />14. <br /> <br />Oil Residues. The Permit Holder shall store all feedstock material with oil or <br />fluid residues inside a building within leakproof containers so as to minimize <br />potential stormwater runoff contamination. <br /> <br />15. <br /> <br />Melt Furnace Fuels. The burning of off spec waste oil, transmission oils, or <br />other waste oils is prohibited for operation of the melt furnaces excepting <br />petroleum derived used oil, more specifically, industrial or automotive oil which <br />does not contain: 1) any hazardous waste listed in Minn. Rules part <br />7045.0135; 2) any wastes specified in Minn. Rules part 7045.0131 as <br />hazardous for characteristics other than ignitability and lead content; or 3) more <br />than 0.5 percent halogens (elemental, excluding inorganic halogens).
