I <br />I <br />I <br />I <br />I <br />I <br /> ! <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />CASE <br /> <br /> REQUEST FOR A CONDITIONAL USE PERMIT TO MAINTAIN <br />MORE THAN ONE PRINCIPAL STRUCTURE ON A LOT OF RECORD; <br />CASE OF GRACE COMMUNITY BIBLE CHURCH <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Section 9.11.01 (subd. 1) of the Rarnsey City Code states that there shall be no more than one <br />main building on a lot unless otherwise provided for. Pastor Randy Barrows of Grace Community <br />Bible Church has applied for a conditional use permit to construct a parsonage on the same lot as <br />Grace Community Church located at 6341 167th Avenue N.W. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />Observations: <br /> <br />On March 5, 1991, the Planning and Zoning Commission conducted a public hearing regarding the <br />request for a conditional use permit. Citizens present at the public hearing expressed concern that <br />there may not be a sufficient amount of adequate soils remaining on the subject property to support <br />another septic system. They were also concerned with the future use of the church structure if the <br />church ever leaves the subject site. In response to the citizen concern regarding remaining adequate <br />soils on the subject property, the Commission included a requirement in the conditional use permit <br />that requires the applicant to provide soil borings with the building permit application. In response <br />to future use of the church structure, it was noted that the property is zoned R-1 Rural Residential <br />and the church was developed on the property with a conditional use permit. Any other use of the <br />structure, other than a church or residential dwelling, would require a conditional use permit. In <br />order to prevent a situation of the two structures being used as two residential dwellings on one lot <br />in the future, the Planning Commission confn-rned in the conditional use permit that the subject <br />property is limited to one residential use. <br /> <br />Recommendation: <br /> <br />The Planning and Zoning Commission recommended approval of the request for a conditional use <br />permit. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Adopt Findings of Fact # <br />for a conditional use permit. <br /> <br />relating to a request from Grace Community Bible Church <br /> <br />-and- <br /> <br />Motion to: <br />Approve/deny the request from Grace Community Bible Church for a conditional use <br />permit. <br /> <br />Review Checklist: <br /> <br />CC: 3/26/91 <br /> <br />Zoning Adminisu'ator <br />Building Official <br />City Engineer <br /> <br /> <br />
