I <br /> I <br /> I <br /> I <br /> I <br />,I <br /> I <br /> I <br /> I <br /> ! <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />I <br />I <br /> <br />Councilmember <br /> <br />moved the adoption of the following findings of fact: <br /> <br /> FINDINGS OF FACT #0 <br />CONDITIONAL USE PERI'iT <br />GRACE COMMUNITY BIBLE CHURCH <br /> 11.32-25-32-0003 <br /> 6341 167TH AVENUE N.W. <br /> March 6, 1991 <br /> <br />1) <br /> <br />That Randy D. Barrows, Pastor of Grace Community Bible Church, and hereinafter <br />referred to as "Applicant", has properly applied for a conditional use permit to maintain a <br />parsonage (pastor's residence) on the same lot as the church. <br /> <br />2) <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a public <br />hearing pursuant to Sections 9.03.04 and 9.11.01 on March 5, 1991 and that said public <br />hearing was properly advertised and that the minutes of said public heating are hereby <br />incorporated by reference. <br /> <br />3) <br /> <br />That the subject property is generally known as 6341 167th Avenue N.W. and legally <br />described as follows: <br /> <br />The West 396 feet of the Northwest Quarter.of the Southwest Quarter of Section 11, <br />Township 32, Range 25, Anoka County, Minnesota. <br /> <br />4) That the subject property is approximately 12 acres in size. <br /> <br />5) <br /> <br />That the subject property is zoned R-1 Rural Residential, for which churches are not a <br />permitted use. The subject property was issued a conditional use permit in 1983 for the <br />establishment of Grace Community Church. <br /> <br />6) That the surrounding properties are also zoned R-1 Rural Residential. <br /> <br />7) <br /> <br />That Section 9.11.01 of the Ramsey City Code states that there shall not be more than one <br />principal building on a lot. <br /> <br />8) <br /> <br />That on February 12, 1991, the Applicant applied for a conditional use permit to construct a <br />parsonage on the same lot as the church. <br /> <br />9) <br /> <br />That on January 24, 1984, the City of Ramsey approved the construction of a second <br />principal residential dwelling on a 60 acre tract of land (PIN 26-32-25-21-0006). <br /> <br />10) <br /> <br />That on August 30, 1988, the City of Ramsey denied a request to construct a second <br />principal residential dwelling on a 3.3 acre parcel of land (PIN 17--32-25-13-0004). <br /> <br />11) <br /> <br />That on November 11, 1989, the City of Ramsey approved the development of a residential <br />dwelling apartment within the church structure on PIN 34-32-25-13-0019 to accommodate <br />visiting ministers. <br /> <br />12) That the proposed use will not impact traffic to the premises. <br /> <br />13) That the proposed use will not adversely impair the use of surrounding properties. <br /> <br />14) That the proposed use is in accordance with the objectives of the Comprehensive Plan. <br /> <br /> <br />
