! I I I I I I I I I I I I I I I I I On March 13, 1991, the Ramsey City Council reviewed the request for a conditional use permit. A substantial amount of discussion focused on the fact that the subject property has varying elevations and which area of the lot would best serve as a temporary storage area from a visual impact standpoint. Action on the request was tabled and the Mayor, City Engineer and applicant were directed to meet on the property to determine the most appropriate location for an exterior storage use. City Engineer Jankowski, Mayor Gilbertson and Mr. Munter met at the site on March 15 and determined that the southern pon-ion of the lot has a lower elevation than Hwy. #10 and if that area were used for storage, traffic along Hwy. #10 could look down into the storage area. It was determined that the most suitable portion of the lot for exterior storage purposes would be that area along the northern boundary of the lot because the elevation there is approximately the same as the elevation on Hwy. #10. It was also determined that vision obstruction strips should be installed in the fence on the south, east and west sides. Recommendation: The Planning and Zoning Commission has recommended that Mr. Munter's request for a conditional use permit be approved with an expiration date of May 15, 1993, a time by which Mr. Munter plans to submit a site plan to the City for approval that includes development of a permanent storage area on site that meets code requirements in addition to building plans. The Planning Commission also recommended waiving the requirement for hard-surfacing of the storage area until Mr. Munter's submits a site plan to make permanent improvements to the property. Staff recommends that if the conditional use permit is approved, that the area permitted for exterior storage purposes be revised in accordance with Mr. Munter's site plan dated 9/88 and revised 3/20/91 by City of Ramsey. Council Action: Motion to: Adopt Findings of Fact ~ relating to Roger Munter's request for a conditional use permit to utilize Lot 1, Block 1, HY-10 Ramsey for exterior storage purposes. -and- Motion to: Approve/deny Mr. Roger Munter's request for a conditional use permit to have exterior storage as a principal use of property in the Rural Industrial District in accordance with the recommendations of the Planning and Zoning Commission on February 5,1991.
