! <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />On March 13, 1991, the Ramsey City Council reviewed the request for a conditional use permit. <br />A substantial amount of discussion focused on the fact that the subject property has varying <br />elevations and which area of the lot would best serve as a temporary storage area from a visual <br />impact standpoint. Action on the request was tabled and the Mayor, City Engineer and applicant <br />were directed to meet on the property to determine the most appropriate location for an exterior <br />storage use. <br /> <br />City Engineer Jankowski, Mayor Gilbertson and Mr. Munter met at the site on March 15 and <br />determined that the southern pon-ion of the lot has a lower elevation than Hwy. #10 and if that area <br />were used for storage, traffic along Hwy. #10 could look down into the storage area. It was <br />determined that the most suitable portion of the lot for exterior storage purposes would be that area <br />along the northern boundary of the lot because the elevation there is approximately the same as the <br />elevation on Hwy. #10. It was also determined that vision obstruction strips should be installed in <br />the fence on the south, east and west sides. <br /> <br />Recommendation: <br /> <br />The Planning and Zoning Commission has recommended that Mr. Munter's request for a <br />conditional use permit be approved with an expiration date of May 15, 1993, a time by which Mr. <br />Munter plans to submit a site plan to the City for approval that includes development of a <br />permanent storage area on site that meets code requirements in addition to building plans. The <br />Planning Commission also recommended waiving the requirement for hard-surfacing of the <br />storage area until Mr. Munter's submits a site plan to make permanent improvements to the <br />property. Staff recommends that if the conditional use permit is approved, that the area permitted <br />for exterior storage purposes be revised in accordance with Mr. Munter's site plan dated 9/88 and <br />revised 3/20/91 by City of Ramsey. <br /> <br />Council Action: <br /> <br />Motion to: <br />Adopt Findings of Fact ~ relating to Roger Munter's request for a conditional use <br />permit to utilize Lot 1, Block 1, HY-10 Ramsey for exterior storage purposes. <br /> <br />-and- <br /> <br />Motion to: <br />Approve/deny Mr. Roger Munter's request for a conditional use permit to have exterior <br />storage as a principal use of property in the Rural Industrial District in accordance with the <br />recommendations of the Planning and Zoning Commission on February 5,1991. <br /> <br />Review Checklist: <br /> <br />CC: 3/26/91 <br /> <br />Zoning Administrator <br />Planning and Zoning Commission <br />City Engineer <br /> <br /> <br />
