CASE #12
PREPARED 04/09/91

DISCUSSION OF THE RESOLUTION RECEIVED FROM
THE SAINT PAUL CITY COUNCIL
By: Sandra Ashley Helling, Finance Officer

Background:

Attached are the following:

Letter from the City of Saint Paul - Office of the City Council
City of Saint Paul Resolution #91-597
A petition form

The Saint Paul City Council is asking for our support and help in urging Governor
Carlson to request the Legislature constitutionally dedicate one-third of the State's
sales tax to provide property tax tax relief for local property taxpayers.

Observations:

As this case has been added to the agenda this evening, council has not had an
opportunity to effectively review St. Paul's request. As the City of Saint Paul is asking
for a response by April 15, it is a time sensitive issue.

Recommendation:

This case be tabled until the next regularly scheduled or special council meeting, and if
the council takes action in support of this request, that the City draft a resolution in
support for presentation to our legislature and the Governor.

Council Action:

Depends on discussion.
