I feel the remainder of
the charges should not be my expense. For further explan-
ation, please reference H. A. & A Invoice RA2:15-151b.

I approached the City of Ramsey in ~ood faith to achieve a
suitable and equitable CUP. The applicability, by interpre-
tation, of Ordinance 90.5 to my operation seemed to be an
underlying contention between Mr. Otto and myself. After
the second meeting of Planning and Zoning (Nov. 20), the
commission requested Bill Goodrich be consulted for an opinion
of this ordinance.

Upon reviewing the time and charges billed to me, it appears
an inordinate portion of these are the result of efforts made
to fortify the applicability of Ordinance 90.5. Specifically,
12-3-90, 5 hours with Bill G. and Bob Hutchinson would imply
b~r. Otto ~-~as beyond researching and into campai?ning.

At a point in time, I had reduced my intended operation to
closely resemble another aluminum processing facility which
operates in Ramsey. Their CUP was reviewed and approved in
October 1990 with no mention of Ordinance ~0.5. Too far
into the process, I realized I could not achieve an acceFtable
position witi~ [~lr. Otto. This is not your last billing. I
have spent over $7000.00, plus legal fees in an attempt to
obtain a CUP. I feel these highlighted charges are just not
reasonable.

I intend to apply for another CUP in Ramsey in the near future.
I expect a more objective approach will be taken.

Sin~ce re ly ,.~

.' .~ ,. ~
Glen Rychner
Aluminum Recycling, Inc.

attach/3
