City of Ramsey
15153 NOWTHEN BOULEVARD N.W.o RAMSEY, MINNESOTA 55303

(612) 427-1410

February 8, 1991

Mr. Glen Rychner
6200 177th Lane N.W.
Ramsey, Mn 55303

Re: Alunimum Recycling, Inc.

Glen:

As we discussed on the telephone, I met with Acting City Administrator Sandra
Ashley, City Engineer Steve Jankowski and City Attorney Bill Goodrich on
February 7, 1991. We discussed your 3 selected alternative sites for your
business, Aluminum Recycling, Inc. and whether or not those sites would come in
conflict with Ordinance #90-05 regarding regulations for establishing solid waste.
management facilities.

In our discussions, it was determined that if your intended operation proposes to
include collection of non-ferrous and non-hazardous metals, then your selected sites
would be subject to Ordinance :18)0-05. However, due to the emergence of the
many ty'pes of solid waste management facilities, staff is reviewing Ordinance #90-
05 for its applicability. Following that review, if it is determined that amendments
to Ordinance #90-05 are appropriate, then those recommendations for amendments
will be handled as expeditiously as possible.

At this point, all I can do is relay to you my opinions and the direction of staff
discussions. You will have to make the decision to proceed or not proceed to make
new application for a conditional use permit and site plan based on anticipated
amendments to Ordinance #90-05.

If you have any additional questions, please feel free to call me at 427-1410.

Respectfully,

CITY OF RAMSEY

Sylvia Frolik
Zoning Administrator

Acting City Administrator Ashley
City Attorney GocxSrich
City Engineer Jankowski
