The City reserves the right to inspect the site for the <br />purposes of examining, and copying non-privileged records; conducting <br />inspections, surveys',' investigations; monitoring or sampling; and obtaining <br />necessary information pertaining to the construction, operation and environ- <br />mental effect of the aluminum processing facility. Inspections shall be <br />conducted during normal business hours except in the event of an emergency. <br />City personnel or agents performing the inspection will provide reasonable <br />notice to the Permit Holder's personnel prior to the time of inspection. <br /> <br />Documents and Plans. Copies of all documents, plans, or other reports which <br />are required to be supplied to the MPCA or Anoka County shall also be supplied <br />concurrently to the City at no cost to the City. <br /> <br />Operations. This permit is based on conduct of operations as described in the <br />Permit Holder's submittals of February 22, 1991 as follows: <br /> <br />History of Business <br />Operational Plan <br />Site P~an (not dated) <br /> <br />The identified supporting documents are incorporated herein by reference. <br /> <br />Performance Review. The performance of this operation shall be reviewed by <br />the City Council to identify problem areas, concerns, and to evaluate whether <br />conditions of this CUP need to be modified or procedural changes made.
