Following development, the applicant proposes continuing the pre- <br />development drainage trend by channeling surface water over land and depositing it into the <br />street right-of-way. The grading plan for the proposed street prepared by DeWayne C. <br />Olson, dated May 7, 1976, indicates that a 2-1/2 foot V-ditch will be constructed as a part <br />of the right-of-way. This ditch will convey drainage east and south to a ponding basin <br />located on Outlot C of the Gateway North Industrial Park Subdivision. <br /> <br />P~ccess: The applicant proposes providing access to the property at a point approximately <br />270 feet east of the future Limonite Street N.W. The proposed access location is acceptable <br />with respect to the dedicated streets, however, at the present time, the property has no <br />access to an existing street. At the time the subdivision containing this lot was platted, a <br />performance contract was signed with the developer, Anoka Industrial Park, Inc., which <br />stated that the remaining streets in the plat will be completed before building permits are <br />issued to owners of property abutting those streets. In addition, the agreements stated that <br />asphalt paving will be required on all streets within the Plat within 90 days of the date that a <br />building permit has been issued on lots comprising 50% of that area of the plat exclusive of <br />easements and public right-of-way. Two totS within the six lot subdivision have been <br />issued building permits and the proposed site would constitute the third building permit <br />issued. At this point, I have no indication as to what streets, if any, are being proposed to <br />being graded and paved and as to how these improvements are to be financed. I am also <br />unaware of any schedule for their installation. I strongly recommend that the above issues <br />be clarified prior to issuing site plan approval. <br /> <br />$it.e Improvements; The site plan submitted does not indicate whether hard surfacing or <br />curb and gutter is being proposed. It has been past policy for the City to require curb and <br />guttering and hard surfacing of all paved and traveled areas. It should be noted that this <br />requirement was enforced recently with development of Lot 3 of Block 2 of this same <br />subdivision. <br /> <br />Architectural Standards: With regard to architectural standards, City Code 9.03 (4)(a)(1) <br />states: <br /> All exterior wall finishes on any building constructed shall be of material other than <br /> metal on at least 50% of the exposed wall where the building is adjacent to any <br /> other existing or future structure or street. The Planning and Zoning Commission, <br /> City Council and/or requirements of the State Building Code may, change the <br /> requirements of this para~aph depending on the relative location of the building <br /> and surrounding areas. <br /> <br />Architectural plans for the two structures have been submitted. The plan submitted for the <br />furnace building contains an alternate design. Only the North elevation of the office <br />building contains at least 50% of material other than metal in its construction. The intent of <br />the ordinance should be carefully considered by the Planning and Zoning Commission to <br />determine whether the office and either of the furnace building designs meets its <br />expectations for minimum architectural standards. <br /> <br />Landscaping: A landscaping plan showing 5 spruce, 2 ash and one maple tree are <br />contained on the site plan. <br /> <br />/3'/ <br /> <br /> <br />
