Case INTRODUCE ORDINANCE ESTABLISHING OPERATING RULES FOR THE HORSE CARE COMMISSION By: Zoning Administrator Sylvia Frolik Background: The newly formed Horse Care Commission has been meeting regularly since January, 1991. The first couple of meetings provided the Commission the opportunity to become familiar with the City's Horse Ordinance and their role as an advisory commission in Ramsey. Currently, the Commission is seeking providers of facilities and equipment to be available to the City of Ramsey on an emergency basis when there is a confu'med case of horse abuse or horses are found at large. One particular area of concern with the Commission has been the proper course of action when members repeatedly miss meetings. Upon inquiry, I informed the Commission that the other Commissions were established by ordinances that spell out their operating rules. Other commissions in the City have the option to have a members term reviewed for early termination upon 3 consecutive meeting absences. The Commission directed me to draft a similar ordinance for the Horse Care Commission. A copy of the draft ordinance is attached for your information and review. Observations: I presented that draft ordinance to the Horse Care Commission and they recommended Council adoption of it contingent upon the City Attorney's approval of format and content. The City Attorney has reviewed and mended the draft ordinance. Recommendation: I recommend that City Council introduce the ordinance establishing operating rules for the Horse Care Commission. Council Action: Motion to: Introduce Ordinance #91- adding Section 2.09 entitled "Horse Care Comm/ssion" to Chapter 2 entitled "Council, Boards and Commissions" of the Ramsey City Code.
