Case <br /> <br />INTRODUCE ORDINANCE ESTABLISHING OPERATING RULES FOR THE <br />HORSE CARE COMMISSION <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />The newly formed Horse Care Commission has been meeting regularly since January, 1991. The <br />first couple of meetings provided the Commission the opportunity to become familiar with the <br />City's Horse Ordinance and their role as an advisory commission in Ramsey. Currently, the <br />Commission is seeking providers of facilities and equipment to be available to the City of Ramsey <br />on an emergency basis when there is a confu'med case of horse abuse or horses are found at large. <br /> <br />One particular area of concern with the Commission has been the proper course of action when <br />members repeatedly miss meetings. Upon inquiry, I informed the Commission that the other <br />Commissions were established by ordinances that spell out their operating rules. Other <br />commissions in the City have the option to have a members term reviewed for early termination <br />upon 3 consecutive meeting absences. The Commission directed me to draft a similar ordinance <br />for the Horse Care Commission. A copy of the draft ordinance is attached for your information <br />and review. <br /> <br />Observations: <br /> <br />I presented that draft ordinance to the Horse Care Commission and they recommended Council <br />adoption of it contingent upon the City Attorney's approval of format and content. The City <br />Attorney has reviewed and mended the draft ordinance. <br /> <br />Recommendation: <br /> <br />I recommend that City Council introduce the ordinance establishing operating rules for the Horse <br />Care Commission. <br /> <br />Council Action: <br /> <br />Motion to: <br />Introduce Ordinance #91- adding Section 2.09 entitled "Horse Care Comm/ssion" to <br />Chapter 2 entitled "Council, Boards and Commissions" of the Ramsey City Code. <br /> <br />Review Checklist: <br /> <br />CC: 4~ 3/91 <br /> <br />Zoning Adminis~tor <br />City Engineer <br />Acting City Administrator <br />CiD' Attorney <br /> <br /> <br />
