I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Councilmember <br /> <br />moved the adoption of the following findings of fact: <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />5) <br /> <br />6) <br /> <br />7) <br /> <br />8) <br /> <br />9) <br /> <br />lo) <br /> <br />AMEND <br /> <br />PROPOSED FINDINGS OF FACT <br />BUSINESS AND RESIDENTIAL ZONING <br /> FAYE ADDITION <br /> March 6, 1991 <br /> <br />BOUNDARIES <br /> <br />That Faye Construction, hereinafter referred to as "Applicant", has properly applied for a <br />rezoning to realign the boundaries of the Residential and Business zones within the plat of <br />Faye Addition. <br /> <br />That the Planning and Zoning Commission conducted a public hearing pursuant to Section <br />9.03.03 of the City Code on March 5, 1991 and that said public hearing was properly <br />advertised and that the minutes of said public hearing are hereby incorporated by reference. <br /> <br />That the amended zoning boundaries for the R-1 Residential and B-3 Business Districts <br />within the plat of Faye Addition are proposed as follows: <br /> <br />B-3 - All of land within Faye Addition northerly of a line commencing on the west <br />boundary of the Addition at the south line of Lot 1, Block 5 and extending easterly along <br />that line and the south line of Lot 1, Block 2 and Lot 1, Block 4 to the intersection with the <br />east boundary of the Faye Addition. <br /> <br />R-1 Residential - All of the land within Faye Addition southerly of the B-3 District <br />boundary described above. <br /> <br />That the total area of Faye Addition is 103 acres. <br /> <br />That the subject plat is bounded on the north by Hwy. gl0, on the south by the Mississippi <br />River, on the east by B-3 Business and R-t Urban Residential zones, and on the west by <br />Anoka County Park property. <br /> <br />That the Applicant is proposing to develop Faye Addition with a combination of single <br />family homes and commercial development that will be served by sanitary sewer and <br />municipal water. <br /> <br /> ~hat the subject property is located within the City's Urban Area but a portion of the <br />~ (~bject property is located outside the 1990 Urban Area. <br /> <br />That on January 26, 1989, the City of Ramsey submitted a formal application to the <br />Metropolitan Council for a Comprehensive Plan amendment for a MUSA boundary <br />expansion, Phase H of which would facilitate developing the entire property known as <br />Faye Addition in accordance with urban standards. <br /> <br />That on July 13, 1989, the City of Ramsey received Metropolitan Council approval of a <br />Comprehensive Plan Amendment to expand the MUSA boundary, with Phase II of the <br />expansion being contingent upon submittal of additional documents. Final approval of <br />Phase II MUSA expansion remains pending at the writing of these findings of fact. <br /> <br />That the proposed amendment to the zoning district boundaries within Faye Addition <br />retains Business zoning adjacent to Hwy. gl0 and Residential zoning adjacent to the <br />Mississippi River which is in accordance with the objectives of the City's Comprehensive <br />Plan. <br /> <br />75 <br /> <br /> <br />
