I CASE REQUEST FOR PRELIMINARY PLAT APPROVAL OF FAYE 2ND ADDITION; CASE OF FAYE CONSTRUCTION By: Sylvia Frolik, Acting Community Development Director Background: Faye Construction is requesting preliminary plat approval of Faye 2nd Addition. The plat consists of 103 acres and is proposed to be developed with 94 single family residential lots and approximately 47 acres of commercial development adjacent to Hwy. #10. City Engineer's review letter dated February 28, 1991. Letter from City of Ramsey to Larry Hartman, EQB, dated March 12, 1991 Letter from B.B. Chapman to City of Ramsey dated April 5, 1991. Observations: On July 19, 1990, the City of Rarnsey received a subdivision application for the proposed Faye 2nd Addition. On August 7, 1990, the Planning and Zoning Commission conducted a sketch plan review of Fave Addition and tabled action pending additional information from the Park and Recreation Commission, options for access to the adjacent Kelly property in the event it is not acquired by the County for incorporation into the Regional Park, alternatives to developing multi-family residential units adjacent to Riverside West and exceeding 1,000 feet of commercial development south of Hwy. 4/10. On August 8, 1990, the Park and Recreation Commission conducted a sketch plan review of t::aye Addition and recommended accepting land and cash to satisfy park dedication requirements. On September 4, 1990, the Planning and Zoning Commission met and tabled sketch plan review pending resolution of outstanding issues regarding the exchange of property with the Anoka County Parks Department, access to the Kelly propert3,, development of multi-family residential adjacent to existing single family residential development and the affect of possible airport safety .~. ,in~ on the plat. On October 2, 1990, the Planning and Zoning Commission met to review the sketch ~lan for Fave Addition. The developer reported that the sketch plan had been revised to replace'multi-fami'ly residential units with single family residential units; two of the outlots were reduced to one 5 acre outlot to be dedicated to the homeowners association as private open space; the property that would fall into Airport Safety Zone B had been redesigned to also accommodate muhi-family development depending on future zoning. The Commission approved the sketch plan contingent upon providing an easement for access to the Kelly property, and eliminating the cul-de-sac that exceeded 600 feet in the westerly portion of the plat.
