On March 12, 1991, City Staff issued a response to Metro Council and EQB concerns. The <br />response included the following information: that final plat recording is contingent upon Phase II <br />of the MUSA expansion, a vegetation protection plan would indicate that Outlot E is a scenic <br />easement for preservation of vegetation, a final proposal for park dedication and trail alignment <br />consistent with Anoka County's decisions, explanation that the area possibly affected by airport <br />safety zoning has been planned in a way to accommodate either single family or multi-family <br />development, a preliminary phasing plan that is in accordance with Ramsey's 500 REC limit. <br /> <br />On April 5, 1991, the City received a letter from B.B. Chapman, the project manager for Faye 2nd <br />Addition. He indicated that the County Parks and Recreation Department had initiated a land <br />exchange with Faye Construction to acquire property east of the Kelly property and adjacent to the <br />river for property in the northeast corner of the Regional Park to eventually provide an exit from <br />Faye Addition to align with Ramsey Blvd. to the north. By phone, Mr. Chapman also indicated <br />that the County Parks Department had also initiated action to acquire the Kelly southwest of Faye <br />2nd Addition for incorporation into the County Regional Park. <br /> <br />On April 10, 1991, the Park and Recreation Commission reviewed a sketch plan to relocate the <br />proposed trail to the south. The realignment to the south was a result of the County's action to <br />acquire the Kelly property and a portion of Faye Constmction's property. The realignment to the <br />south is also in accordance with Metro Council's recommendation of February 19, 1991. The <br />Commission approved the realignment of the trail to the south. <br /> <br />At the date of this writing, Ramsey has still not received any written communications from Anoka <br />County Parks and Recreation Department regarding the preliminary plat since the land exchange <br />was initiated. We have also not received word from Metro Council or EQB regarding City StafFs <br />response to their concerns.
