The interim regulations will <br />continue to apply until the city submits a revised final Critical Area Plan and Regulations to the <br />Environmental Quality Board for approval. <br /> <br />The Faye Addition will consist of about 103 acres located between TH 10 and the Mississippi River. <br />It is proposed for development into single family residential lots, commercial sites and parks. (The <br />pre-preliminary plat also indicated multi-family lots which have been deleted). The Faye Addition <br />is proposed to have 45.84 acres in commercial uses, 30.30 acres in single family uses, 5.26 acres in <br />park uses, 5.73 acres in easements and 15.78 acres in streets. <br /> <br />What the city refers to as the 1990 MUSA line bisects the property so that'the westerly part of the <br />property is outside the MUSA. The city has submitted a plan amendment to the Council for adding <br />the westerly part to the MUSA. That amendment is presently being reviewed for completeness. <br /> <br />in the Council's letter to the EQB dated September 7, 1990, the Council recommended that the <br />preliminary plat show how vegetation on the site will be protected. From the information contained <br />in the preliminary plat packet transmitted to the Council, there is no indication of a plan by the <br />developer to protect vegetation. <br /> <br />Parks <br /> <br />I <br />I <br />! <br /> <br />Critical Area planning standards require all local units of government to indicate the location of a <br />river trailway. The city of Ramsey has previously submitted a trail plan to the Council which meets <br />this requirement. The city's proposed plan and pre-preliminary plat indicated the trail would be <br />routed in proximity to the river to take advantage of river views. However, the preliminary plat for <br />the Faye Addition indicates a change in the routing of a trail away from the Mississippi River <br />contrary to the trail layout as shown in the city's plan for this segment of the river corridor.
