CASE <br /> <br />CASE OF <br /> <br />REQUEST FOR SITE PLAN APPROVAL; <br />GLEN RYCHNER, ALUMINUM RECYCLING, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />'M~'. Glen Rychner of Aluminum Recycling, Inc. is proposing to develop and operate an aluminum <br />processing plant on Lot 2, Block 1, Gateway North Industrial Park. The subject property is <br />approximately 2.58 acres in size and is zoned B-W Business Warehouse. <br /> <br />Observations: <br /> <br />Mr. Rychner is proposing to construct a 50' x 41' building to house the office, material receiving <br />area, shop area and transmission/engine disassembly area. He is proposing to construct a second <br />building measuring 40' x 48' to house up to two melt furnaces. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />e) <br />f) <br /> <br />Site location map <br />Site plan <br />Main/office building plans <br />Furnace building plans (the totally enclosed alternate pictured in the upper right <br />hand comer is proposed) <br />City Engineer's review letter dated May 10, 1991 <br />Proposed site plan development permit <br /> <br />Both the office and the furnace building are proposed to be metal buildings. City Code requires <br />50% other than metal on any building wall that is adjacent to other existing or future structures or <br />streets. On April 23, City Council indicated acceptance of the applicant's proposal to only "dress <br />up" the front wall of the office building. <br /> <br />The site has no access to an improved street. Per Council's direction on April 23, the proposed <br />site plan development permit restricts issuance of a building permit until 142nd Avenue is <br />constructed to Class 5 standards to a point 160 feet west of the northeast comer of the subject lot <br />and a financial guarantee is placed with the City to guarantee the construction of all of 142nd <br />Avenue to Class 5 standards. The certificate of occupancy is proposed not to be issued until 142nd <br />Avenue has been completed to Class 5 standards. <br /> <br />The site plan does not indicate whether hard surfacing, curb or gutter is being proposed. The <br />proposed development permit requires bituminous surfacing of the driveway, parking areas, <br />storage areas and loading areas, but only requires curbing on the border of paved areas up to the <br />front building line per the recommendation of the Planning and Zoning Commission. <br /> <br />The conditional use permit that was approved by Council on April 23 requires the applicant to <br />screen the exterior storage area. The site plan does not propose any screening of the fenced storage <br />area. City Staff is recommending that the screening be accomplished with privacy strips installed <br />in the fence. <br /> <br />Due to time constraints, the City Attorney was not given the opportunity to review the proposed <br />site plan development permit prior to distribution of this case. The Attorney's input to the permit <br />should be solicited at the meeting. <br /> <br /> <br />
