I I I CASE By: COMPREHENSIVE PARKS PLAN UPDATE Ron Hetland, Chairman, Park & Recreation Oommission Mark Boos, Parks/Utilities Coordinator Background: l'~e City Council directed that the parks element of the Comprehensive Plan be updated in September of 1989. Over the course of the last several years, different elements of the City's parks program have been revised or added. These include: · · · · · · · · Revise park dedication ordinance. Parks inventory. Mississippi Critical Rivers Corridor Trail Alignment. Development of parks maintenance standards. Development of trails plan. Revised parks plan. Five year CIP program (updated annually). Prioritized annual CIP budget request. These elements have been discussed at several meetings of the Parks Commission in the past year as well as at joint City Council/Parks Commission meetings. On May 22, 1990, the City Council adopted a parks Plan similar to that which is in the parks plan update. Recognizing the inability to fund park development through general funds, a Park Bond Issue Committee was established by the Council in 1990. The Committee met on August 29, 1990 to discuss a possible parks bonding improvement program. A consensus reached at that meeting was to survey residents to determine; 1 ) the scope and types of park improvements desired; and 2) willingness to support a bonding program. Other than initial survey efforts, no work has been directed in this area since last fall. A draft of the report was submitted to the City engineer, City Administrator and Parks Coordinator on February 22, 1991. On March 7, 1991, the Parks Commission reviewed the document and recommended approval by the City Council upon a public hearing and with minor revisions. The final report was submitted to the City April 5, 1991.
