CASE <br /> <br /> REQUEST FOR SITE PLAN REVIEW; <br /> CASE OF LORD OF LIFE CHURCH <br />By:Sylvia Frolik, Zoning Administrator and <br /> James Gromberg, Project Manager <br /> <br />Background: <br /> <br />Pastor Blair Anderson of Lord of Life Church has applied for site plan review to construct <br />a new church facility east of Nowthen Blvd. N.W., approximately 3/4 mile south of <br />Ramsey Municipal Center. The church is proposed to be 21,500 square feet in size with a <br />seating capacity of 450. The subject property is 20 acres in size and a temporary access via <br />a private easement across the adjacent property to the east is proposed. In 3 years, the <br />church has f'n'st rights to purchase the 7 acre parcel to the east and thereby acquire the fee <br />title for property on which the access onto Nowthen Blvd. is situated. <br /> <br />Observations: <br /> <br />The property is zoned B-1 Business and R-1 Urban Residential, for which churches are not <br />a permitted use. The Applicant has applied for a rezoning to rezone the property to R-3 <br />Urban, for which churches are a permitted use. <br /> <br />The site plan is subject to review by DNR (site contains a protected wetland), Lower Rum <br />River Water Management Organization (developments over 5 acres in size are reviewed by <br />LRRWMO) and Anoka County Highway Department (proposed access onto Nowthen <br />Blvd. N.W.) Anoka County has approved a second access onto Nowthen Blvd. for the <br />church in the vicinity of the Bernstrom private driveway contingent upon the Bernstrom <br />driveway being abandoned after the Church acquires the Bemsrrom property. As the letter <br />from Tom Hovey, DNR, on April 30 indicates, the DNR has no concerns with the <br />proposed development as it will not impact the protected wefland. The plans were sent to <br />the LRRWMO on April 30 for review. <br /> <br />I should also note at this time that there are a number of healthy trees on the site that the <br />Applicant is proposing to relocate on the property for screening purposes. Remaining trees <br />not relocated by the Applicant will be offered to the City of Ramsey for replanting on public <br />property. <br /> <br />The Applicant is requesting that the requirement for curb and gutter at this time be waived <br />on a portion of the parking area in lieu of planned future expansion to the west, and along <br />the driveway in lieu of reconfiguration of the driveway following acquisition of the adjacent <br />parcel to the east and removing the existing residence on that parcel. <br /> <br />City Code requires all new development in the MUSA be served by sanitary sewer and <br />municipal water. Those services are currenfly not available to the site and Code allows for <br />alternative systems until they become available. Lord of Life has petitioned the City for a <br />feasibility study regarding the extension of sanitary sewer and municipal water to the <br />property. That petition is being processed. <br /> <br />The Planning and Zoning Commission has reviewed the proposed site and recommended <br />approval with the changes indicated on the City Engineers review letter dated March 28, <br />1991. <br /> <br />97 <br /> <br /> <br />
