CONSIDER INTRODUCING ORDINANCE REGULATING PREMISES <br /> WHICH ARE CONDUCIVE TO HIGH-RISK SEXUAL CONDUCT <br /> <br />i By: <br /> <br />Michael Auspos, Chief of Police and <br />William K. Goodrich, City Attorney <br /> <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />BACKGROUND: <br /> <br />The Police Chief has reason to believe that within the city are <br />commercial premises and buildings which by reason of their design <br />and use are conducive to the spread of communicable disease and <br />particularly with regard to AIDS. The enclosed proposed ordinance <br />is therefore drafted to respond to this concern. The Police Chief <br />will not be available at this meeting, and the City Attorney will <br />not be available at your June 11, 1991 meeting. Therefore, we <br />propose to ask the Council to consider adopting this ordinance at <br />your June 25, 1991 meeting when both the Chief of Police and City <br />Attorney will be present. Enclosed is certain information from the <br />U.S. Surgeon General and Minnesota Department of Health which will <br />give you background on this subject as well as permit you to make <br />the appropriate findings. The staff has prepared the proposed <br />Findings in this ordinance which are based on this information. <br />Prior to June 25th, we will distribute additional information on <br />this subject to better assist you in making Findings.
