MN 55153 <br /> <br />Senate <br /> <br />State of Minnesota <br /> <br />May 23, 1991 <br /> <br />Acting City Administrator Sandra Ashley Helling <br />City of Ramsey <br />15153 Nowthen Blvd. NW <br />Ramsey, MN 55303 <br /> <br />Dear Sandra, <br /> <br /> Four years of legislative effort by Senator Gene Merriam and <br />myself paid off this session when the legislature approved an <br />immediate moratorium on the municipal solid waste landfill siting <br />process. After 11 years of being held hostage to landfill <br />siting, residents of Ramsey can be assured we have eliminated the <br />chance of a solid waste landfill being located in their city. I <br />have enclosed a copy of the relevant language. <br /> <br /> The new state law which we passed also calls for developing <br />a process to site one mixed municipal solid waste landfill and <br />one landfill for incinerator ash in the entire metropolitan area, <br />rather than one landfill in each of the seven metro counties. <br />Or, if all counties and the metropolitan council agree, no new <br />landfills would be sited. With no further legislative action, <br />the landfill siting process would be totally eliminated by the <br />summer of 1992. <br /> <br /> Any new regional approach to siting a landfill would have to <br />be submitted to the Legislative Commission on Waste Management by <br />December 1, 1991. The LCWM, on which both Senator Merriam and I <br />sit, would also have to approve the new process. <br /> <br /> If a new siting process is developed, it must avoid placing <br />a landfill in areas where it would have significant impacts on <br />aquifers. This should virtually eliminate any consideration of <br />areas with sandy soils such as we have in Anoka County. <br /> <br /> I have always felt the existing landfill siting process was <br />unfair to residents of Andover, Ramsey and Oak Grove.
