City of Ramsey <br /> <br />15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 <br /> <br />(612) 427-1410 <br /> <br />MEMORANDUM <br /> <br />DATE: May 22, 1991 <br /> <br />TO: City Council <br /> <br />FROM: <br /> <br />Zoning Administrator Frolik <br /> <br />RE: <br /> <br />Pineview Estates 2nd Add/don P.U.D. <br /> <br />On August 11, 1987, the City Council granted final plat approval to Pineview <br />Estates 2nd Addition P.U.D. The plat consists of 10 dual purpose tots fronting on <br />149th Avenue N.W., west of Ramsey Blvd. N.W. Under the P.U.D. zoning, the <br />lots were approved to be developed with residential uses on the front 200 feet of <br />each lot and commercial/'mdustrial uses on the remainder of each of the lots. <br /> <br />Recently, I have been approached by persons interested in purchasing these lots and <br />questions have been raised regarding what the development standards are for the <br />commercial portions of the lots. <br /> <br />I have reviewed the final plat approval resolution, development agreement and <br />covenants relating to Pineview Estates 2nd Addition P.U.D. The covenants is <br />fairly specific with regard to development standards for the residential poritons of <br />the lots. However, in my opinion, the development standards for the commercial <br />portions of the lots was not as clearly stated. <br /> <br />I reviewed the matter with the Planning and Zoning Commission on Ma3' 7, 1991. <br />We have agreed that since the subject property was extracted from Industrial zoned <br />property and since an argument for approving the P.U.D. was that it provided a <br />buffer between residential and industrial property, we are recommending that any <br />issues not specifically addressed in the coventants and its reference to the Site Plan <br />Review section of the Ramsey City Code, defer to Section 9.21.26 (Industrial <br />Disu4ct) and Section 9.10 (Performance Standards) of the Ramsey City Code. <br /> <br /> <br />
