JAY G. SWOKOWSI(I

A'[TORNEY AT LAW

2150 THIRD AVENUE NORTH
ANOKA, MINNESOTA 55303

March 14, 1991

TELEPHONE
612-427-0031

Ms. Kay Maloney
City of Ramsey
Ramsey Municipal Center
15153 Nowthen Blvd. N.W.
Ramsey, MN 55303

RE:

Letter of Application
Charter Commission

Dear Kay:

I am forwarding this letter in regard to the vacancy on the
Charter Commission. It is my belief that I am qualified to fill
this vacancy, and it is the intent of this letter to exemplify
those qualifications.

In 1982, I graduated from the University of Wisconsin-LaCrosse
with a Bachelor of Science, majoring in public administration.
While at LaCrosse, I was elected to the Student Body Governing
Board, headed and participated in a number of student body
governing committees. Upon graduation, I moved to New Orleans,
Louisiana, and worked as a paralegal in the city's oldest and
largest law firm while my wife completed her Master's
Assistantship at the University of New Orleans. After my wife
received her Master's Degree, I enrolled in Hamline University
School of Law. While attending Hamline, I was again elected to
the law school's Student Body Governing Board as Student Bar
Association Director. My committee work became extensive.

During my law school education, I had the fortunate experience to
law clerk for Bernie Steffen of Steffen & Munstenteiger, P.A.
Under Bernie's guidance, I gained invaluable experience in public
sector labor relations and political structuring at all levels of
state government. Immediately following my work at Steffen &
Munstenteiger, I began working as a law clerk for the firm of
Randall, Dehn & Goodrich. Through working with both Bill
Goodrich and Tom Fitzpatrick on issues involving the City of
Ramsey, I have become quite familiar with the city's internal
structure. While at Randall, Dehn & Goodrich, I dealt with a
variety of municipal issues in the cities of East Bethel and
Ramsey, which would ultimately affect and create issues involving
the planning commission. I believe my background in municipal
issues, public administration, familiarity with the City of
