City of Ramsey

15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 · (612) 427-1410

I
I
I
I
I
I
i
I
I
I
i
I
I
I
!
I

May 2, 1991

Mr, Gerald Zimmerman, Chairman
Planning and Zoning Commission
15153 Nowthen Blvd. N.W.
Ramsey, MN 55303

RE:

Petition to vacate Limonite Street and a portion of 142nd Avenue in the Gateway North
Industrial Park Subdivision

Dear Mr. Zimmem~an:

The City Council has received a petition for the vacation of Limonite Street and a portion of 142nd
Avenue N.W. within the Gateway North Industrial Park subdivision. The City Council has
forwarded this petition to the Planning and Zoning Commission for a recommendation prior to
taking action. I would offer the Planning and Zoning Commission the following thoughts on the
petition.

On the positive side for vacation, all lots served by the streets proposed to be vacated will continue
to have legal access. However, lots along 143rd Avenue, Jaspar Street and the remaining portion
of 142nd Avenue would be serviced by 2100 feet of dead end street. Planning efforts have
identified a future outlet to the east for this industrial area. This future connection is identified on
the Thoroughfare Plan of the Comprehensive Plan Amendment and is even reinforced by the
creation of Outlot B within the subdivision which is obviously intended to serve as a portion of that
future eastern connection. When and if this eastern connection is installed, the cul-de-sacced
length of 142nd Avenue would be in conformance with the 600 foot minimum length specified in
the City Ordinance. The vacation would also eliminate the cost necessary to construct and maintain
the road.

On the other hand, it should be noted that plans aren't always realized. This proposed vacation
itself attests to that fact. At the present time, the existing development can be handled with the
vacation proposed, however, with the exception of Minnesota Sawdust, all eight lots (including
two east of the subdivision fronting on County Road 56) are presently vacant or at substantially
less than full, developed capacity. Hopefully, over time businesses will expand and when it does,
the need for adequate roadways within this area will take on increased importance. The proposed
vacation would cause utilities such as gas, electric, water and telephone which are normally looped
to either be decreased in flexibility or require greater costs because of needing to be "doubled
backed" along the existing route. The proposed vacation would also remove the potential of
eliminating the access of Pioneer Wood Products sometime in the future if safety consideration
dictated County Road 56 have reduced access.

It is rather apparent that the petition for vacation is based solely on economic considerations. It is
obvious that the land is not needed for another purpose. Although I can understand the motives for
the petition, and I can even agree that the development can "get by" with the street system
proposed, I cannot help but conclude that the existing transportation network is superior to what
will exist with the proposed vacation, and therefore would recommend the Planning and Zoning

/07
