I CASE #4 REQUEST FOR A CONDITIONAL USE PERMIT FOR A TEMPORARY MOBILE HOME RESIDENCE AT NORTHFORK LINKS GOLF COURSE CONSTRUCTION SITE; CASE OF GLENN REHBEIN EXCAVATING, INC. By: Sylvia Frolik, Zoning Administrator and James Gromberg, Project Manager Background: Glenn Rehbein Excavating, Inc. has applied for a conditional use permit for the use of a mobile home, in addition to a construction trailer, on the subject property for security purposes and to monitor critical issues relating to the golf course construction. The project superintendent and his wife would reside in the home until the project is complete, approximately 2 years. In a meeting with Jeff Knutson of Glenn Rehbein Excavating on April 11, Mr. Knutson indicated that course construction is well under way and it is very crucial that security measures be taken immediately. Mr. Knutson requested that I approach City Council for temporary approval to move the mobile home onto the property until the conditional use permit has been reviewed and acted upon by the Planning and Zoning Commission and City Council. On April 23, 1991, the City Council granted temporary permission for Glenn Rehbein Excavating, .Inc. to move the mobile home onto the property for security reasons until a decision has been made on the application for the conditional use permit. The applicant was also required to deposit $i,0130 with the City to guarantee removal of the nailer ff the conditional use permit was denied. On May 7, 1991, the Planning and Zoning Commission recommended that City Council approve the request for a Conditional Use Permit for a temporary mobile home. Observations: With regard to sewer and water service to the mobile home, the proposed location for the mobile home is the same location planned for the golf course maintenance building. An on-site well and septic system has been installed for the future maintenance building which will also service the mobile home.
