CASE

REQUEST FOR FINAL PLAT APPROVAL OF HUNTERS RIDGE
I PLANNED UNIT DEVELOPMENT (P.U.D.)
(aka CARR ADDITION); CASE OF IRV CARR
By: Zoning Administrator Sylvia Frolik

Background:

Irv Can' is requesting final plat approval of Hunter's Ridge P.U.D. The plat consists of
approximately 200 acres located east of Autunm Heights and south of County Road #83. The plat
is proposed to be developed as a Planned Unit Development containing 75 rural residential single
family lots with an average density of one unit per 2.7 acres.

As you may recall, on December 19, 1989, the City of Ramsey granted preliminary plat approval
to Hunter's Ridge (aka Cart Addition) with certain contingencies. One of the contingencies
required the developer to provide an access to County Road #83 from the plat and that the
proposed final plat be brought to the Planning and Zoning Commission for pre-final plat review.
In providing an outlet to County Road #83, it was necessary for the developer to modify the plat
street configurations somewhat from what was approved in the preliminary plat. The Planning and
Zoning Commission conducted a pre-final plat review on May 7, 1991 and approved the
modifications to the plat. On May 28, 1991, the City Council consensus was to also approve the
revised street configuration resulting from providing an access to County Road #83.

The following items are enclosed for your information:

a)
b)
c)
d)
e)

Site location map
Proposed final plat
City Engineer's review letter dated June 4, 1991
Proposed resolution granting final plat approval
Proposed development agreement

Observations:

On October 12, 1989, the City of Ramsey received an application and plat from Irv Carr for Carr
Addition Planned Unit Development.

On October 12, 1989, the Ramsey Park and Recreation Commission accepted land to satisfy the
park dedication requirement.

On November 6, 1989, the Ramsey Planning and Zoning Commission conducted the public
hearing for Carr P.U.D., and tabled the case until their special meeting scheduled November 21,
1989.

On November 9, 1989, the Ramsey Park and Recreation Commission recommended acceptance of
land or cash or a combination thereof to satisfy the park dedication requirements.

On November 21, 1989, the Ramsey Planning and Zoning Commission adjourned their meeting
prior to addressing this case.

On November 28, 1989, due to lack of a quorum, the Ramsey Planning and Zoning Commission
meeting was not called to order.
