Goodrich, City Attorney <br /> <br />BACKGROUND: <br /> <br />As was stated when this ordinance was introduced on May 28, 1991, <br />the Police Chief has reason to believe that within the City are <br />commercial premises and buildings which by reason of their design <br />and use are conducive to the spread of communicable disease and <br />particularly with regard to AIDS. The enclosed proposed ordinance <br />is therefore drafted to respond to this concern. Included with the <br />May 28, 1991 agenda was certain information from the U.S. Surgeon <br />General and Minnesota Department of Health which will give you <br />background on this subject as well as permit you to make the <br />appropriate findings. We are also including information described <br />below for your review. Staff has prepared the proposed findings <br />based on this information. Enclosed you will also find an <br />Affidavit from Michael Auspos, Police Chief, on this subject. We <br />ask that you read and review all the information presented in <br />preparation for your discussion and consideration of the proposed <br />ordinance.
