Ramsey, MN 55303 Re: Conditional Use Permit - Extension of Hours of Operation Dear Ms. Frolik: On January 12, 1988, a Conditional Use Permit was issued by the City of Ramsey to Commercial Asphalt Co. to operate a hot mix asphalt facility. The hours of operation are set forth at condition Number 2 of the permit as follows: "Hours of operation shall be from 6:00 a.m. to 8:00 p.m., Monday through Saturday. Any variance from these hours of operation shall require special approval by the City Administrator or his designated represen- tative. The City Council shall be notified of the tem- porary change in hours." The purpose of this letter is to request an extension of the permitted operating hours. We will be supplying hot mix asphalt for Minnesota Department of Transportation Project No. SP0205-58 which was let on January 25, 1991. This pro- ject involves milling (removing) part of the existing bitu- minous roadway and replacing the material with new hot mix asphalt. The project is on trunk highway 47 from 53rd Avenue to trunk highway 10 in Fridley. The specifications require the work be done at night for the convenience of the travelling public. The project is scheduled to begin on June 10, 1991 and is scheduled to be completed by July 15, 1991. The work is highly dependent on the weather. Our facility will be involved to receive and temporarily stockpile millings from the project until they are reprocessed into mix and the pro- duction of the new hot mix asphalt for the project. The haul routes to our plant will be the same as used during normal operations and there will be no change in emissions from the plant because of the extended hours.
