It was decided by the Personnel Committee that to remain consistent with <br />past practices, leave without pay would be granted only after all accrued vacation, <br />compensatory and sick time has been used. It was further discussed that the Personnel <br />Committee would like to see a policy written and brought to them for review allowing an <br />employee to 'save' up to 40 hours of sick time if used in the case of medical leave of <br />absence. <br /> <br />In the June 1991 issue of the Minnesota Cities magazine there was an article entitled "Leave <br />without pay programs could lessen salary costs". The article states that because payroll <br />costs are among the largest expenditures cities have, many cities are exploring possible <br />ways to decrease payroll costs by laying off employees, restructuring jobs, or freezing <br />salaries. Another method to decrease payroll costs is to allow employees to voluntarily take <br />leave without pay. <br /> <br />The article states that this type of program is currently being used by Hennepin County and <br />the City of Minneapolis has a similar program. Sherrie Le, Personnel Analyst for the <br />League of Minnesota Cities states that this type of program works best if the employer <br />allows time off only when the employee on leave would not have to be replaced. The city <br />would not save any money, in fact would lose money, if required to pay overtime to <br />another employee to cover for tm employee using the program. <br /> <br />This memo is for informational and comparison purposes only. <br /> <br /> <br />
