Under §429, under which these improvements are being constructed, after
Council holds the public hearing and orders the improvement, the City has one year from date of
the resolution ordering improvement to initiate that improvement. The trunk and lateral
improvements for these additions either have passed or are about to pass this deadline. Therefore,
Council is relegated to the position of starting the process over. What is involved, of course, is
passing of the resolution calling for the public hearings which are scheduled for July 9, 1991.
Staff is intending to attempt to receive petitions from all of the developers involved and therefore,
should be prepared to provide a resolution at the public hearing again ordering the improvement
and directing the engineer to provide plans and specifications by passage of that resolution as a part
of this reiterated process. This will give the City of Ramsey until July 9, 1992, to start
construction on the public improvements.

Staff recommends passage of the four resolutions attached which will once again re-initiate this
public improvement process.

~mt

~7
