Even under the best scenario, the projected traffic would be 18% over capacity of <br />THIO. Using assumptions of 65% directional flow and 10% peaking, the volume may <br />be as mucJh as 45% over TH10 capacity. <br /> <br />OPTION #;~. EXCHANGE RESIDENTIAL FOR INDUSTRIAL LAND <br /> <br />If residential area is brought into the MUSA in lieu of industrial, a theoretical reduction <br />of traffic on TH10 can be achieved. Also, the City is likely to need more sewered, <br />residential lots rather than additional sewered industrial land in the near term (5 years) <br />since historically the City has experienced a rate of development of about 15 <br />acres/year for commercial and industrial development combined. <br /> <br />If the same amount of residential land is brought in rather than industrial (91 acres), <br />peak hour traffic is estimated to be 115% of TH10 capacity. If 145 acres of <br />residential land is brought in, however, only a 1% increase occurs with the total being <br />116% over capacity. Under this option, the elementary school would also be included <br />in the MUSA; however, it could not be connected until after the Anoka wastewater <br />treatment plant phase out is complete (1993 +). <br /> <br />Observations: <br /> <br />· All options indicate an excess traffic volume over THIO capacity. <br /> <br />The majority of the 17 MC members are new members on the Council, and <br />thus are not familiar with the background and may not feel obligated to the <br />previous MC action. <br /> <br />Ken Kunzman, MC representative, is aware of the earlier commitments and has <br />expressed his willingness to meet with City Council members to work with the <br />City. <br /> <br />A last option available to the City in the event MC denies the 205 acre <br />expansion is to consider rescinding the "4 in 40" ordinance. <br /> <br />Attached is a copy of MC's July 20, 1989 letter of approval for the original <br />MUSA request. <br /> <br />Enclosed is a map illustrating the proposed industrial/residential areas for <br />exchange. <br /> <br />5 <br /> <br /> <br />
