On August 22, 1989 the Ramsey City Council adopted Ordinance #89-19 which rezoned the proposed Chesmut Hill from R-1 Rural Residential to R-1 Urban Residential. On October 12, 1989 the Ramsey Park and Recreation Commission met and recommended acceptance of the joint park plan for Cedar Hills, Chestnut Hill and Windemere Woods. On May 22, 1990, the Ramsey Cit.y Council met and approved the preliminary plat for Chestnut Hills as per the City Engineer's rewew dated May 16, 1990. On June 12, 1990 the Ramsey City Council adopted Resolution ~30-06-168 approving the phasing plan for Chestnut Hill, Chestnut Pond, Cedar Hills and Windemere Woods. On May 14, 1991 the Developer filed for final plat approval of Chestnut Hill. On May 31, 1991 the Developer entered into an agreement with the City of Rarnsey for Chestnut Hill which included tax increment financing to finance Stage I improvements in Chestnut Hills, Windemere Woods and Cedar Hills. This development agreement is contingent upon obtaining final plat approval. Recommendation: City Staff recommends approval of the final plat for Phase I of Chestnut Hill. Council Action: Motion to: Adopt Resolution #9t-07- granting final plat approval to Chestnut Hill contingent upon compliance with the City Engineer's review letter dated July 2, 1991 and executing Addendum #1 to the Chestnut Hill development agreement.
