CASE <br /> <br /> REQUEST FOR APPROVAL OF REVISED PRELIMINARY PLAT FOR RIVER <br /> BLUFFS P.U.D.; CASE OF LES MILLER AND JACK MILLER <br /> By: Sylvia Frolik, Zoning Administrator <br />Background: <br /> <br />The proposed plat of River Bluffs consists of 60 acres proposed to be developed as a Planned Unit <br />Development (PUD) and subdivided into 20 rural residential lots. The original sketch plan for <br />River Bluffs consisted of an entrance at 153rd and two cul-de-sacs to service the lots. That sketch <br />plan was refused by the Planning and Zoning Commission and the developer was directed to <br />reconfigure the plat to have the streets connect with previously planned-for through streets, Juniper <br />Ridge Drive to the west and Oneida Street to the north. The developer did so and the City Council <br />approved the preliminary plat on December 19, 1989. In the spring of 1991, the developer <br />requested a revision to the preliminary plat. That revision basically eliminated one of the through <br />streets and replaced it with a cul-de-sac that exceeded maximum lengths set by code. That revision <br />was subjected to a public hearing by the Planning and Zoning Commission. At that hearing, the <br />developers submitted a second revision to the plat for consideration. The developer stated that the <br />second revision was drafted in response to the unfavorable review letter issued by the City <br />Engineer regarding the original revision. The Planning and Zoning Commission did not take <br />formal action on the original revision as it was basically withdrawn by the developer. The <br />discussion at the hearing then focused on the second revision submitted that night. The second <br />revision replaced the over-length cul-de-sac with a dog-leg configured street to connect with <br />Oneida Street to the north. The Commission voted 3 to 2 to recommend denial of the second <br />proposed revision. <br /> <br />Observations: <br /> <br />On November 2, 1989, the City of Ramsey received an application and sketch plan from Jack and <br />Les Miller for Rum River Bluff. <br /> <br />On November 21, 1989, at a special meeting of the Ramsey Planning and Zoning Commission, the <br />Commission tabled the sketch plan for Rum River Bluff pending a recommendation from the City <br />Engineer regarding consnmcfing Juniper Ridge Drive N.W. as a through street, reconfiguration of <br />the plat to at least connect with Oneida Street N.W. to the north, clarification of existing easements <br />to Outlot A of Stanhope River Hills Addition, a recommendation from the Ramsey Park and <br />Recreation Commission regarding park dedication requirements and providing for 200 feet of street <br />frontage at the park area. <br /> <br />On November 30, 1989, the developer changed the name of the proposed plat from Rum River <br />Bluff to River Bluffs. <br /> <br />On December 4, 1989, the Ramsey Planning and Zoning Commission approved the sketch plan for <br />River Bluffs P.U.D. and recommended that the developer proceed to preliminary plat stage with a <br />review by the Ramsey Park and Recreation Commission for park dedication requirements. <br /> <br />On December 11, 1989, the Ramsey Planning and Zoning Commission recommended that City <br />Council approve the preliminary plat for River Bluffs PUD contingent upon compliance with all <br />items contained in the City Engineer's Review dated December 5, 1989 and an additional review <br />by the Planning and Zoning Commission prior to final plat approval. <br /> <br /> <br />
