AWARD BID FOR 1991 SEALCOATING PROGRAM <br /> By: Steven J. Jankowski, City Engineer <br /> <br />CASE <br /> <br />Background: <br /> <br />Sealcoating is an essential operation for bituminous pavement maintenance. It is the City's policy <br />to sealcoat all bituminous roadways on a five to seven year interval. <br /> <br />On May 28, 1991 the City Council authorized the solicitation of bids for the 1991 sn'eet sealcoating <br />program. Plans and specifications were prepared and advertised by the Engineering Department. <br />Four sets of plans were requested by contractors and bids were received from three. A copy of the <br />bid tabulation is attached. <br /> <br />The low bid is substantially below our estimate. The low bids for both bituminous and aggregate <br />were almost 30% below the 1990 Iow bid. <br /> <br />In addition, since estimates were prepared during the war when summer prices were uncertain, I <br />used the 1990 high bid for the estimate. We may save additional money if we allow the use of City <br />owned aggregate obtained from previous years sealcoating. The conu'actor and I will evaluate the <br />availability of the material for reuse.
